    Functions as the fully qualified engineer for the implementation of FAA Order 3900.57A (Environmental and Occupational Safety and Health Requirements in the Planning and Execution of Construction and Maintenance Activities).

    Responsibilities

    Provides the environmental compliance design element review for Engineering Service construction and maintenance projects. Environmental issues are identified and mitigated. Duties include resource agency coordination, permit acquisition, reviewing of plans and specifications for new installations and systems or modifications to existing facilities to ensure compliance with established Federal, State, and Local Government environmental laws, regulations, working with various ES managers and engineers to resolve environmental compliance issues, developing and submitting an environmental compliance budget. Provide instructional classes to inform stakeholders of environmental regulations and compliance issues. Works directly with legal counsel on issues and guidance, as well as providing support to Engineering Service personnel. Coordinate compliance with the National Environmental Policy Act, Comprehensive Environmental Response and Compensation Liability Act (CERCLA), Resource Conservation and Recovery Act, and other Federal and State regulations. Applies experience and advanced knowledge in Environmental Engineering principles, theories, and concepts, as well as the American Society for Testing and Materials (ASTM) Code E1527 to improve programs and to ensure compliance with Federal, State and Local rules and regulations. This position requires knowledge of ASTM E2600 (Standard Guide for Vapor Encroachment Screening on Property Involved in Real Estate Transactions). Makes optimal use of resources to complete activities within established schedules. Contacts are internal and external. May act as a key technical point of contact to provide advice and guidance on the application of policies and procedures. May be called to communicate FAA position on policies and procedures internally and externally. Resolves most problems and issues without the assistance of a manager. Develops and recommends approaches to address current and anticipated problems and issues. Work is periodically review, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity. Work activities typically support and may be vital to the success of projects or activities of one or more organizational units. Work often affects internal and external customers.
