This Job Opportunity Announcement (JOA) may be used to fill other Supervisory Information Technology Specialist (INFOSEC), GS -2210- 14 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.
As a Supervisory Information Technology Specialist (INFOSEC) you will be responsible for leading the Vulnerability Management Branch within the Office of Technology Services and be responsible for performing the following duties:
- -Providing situational awareness of cyber activities. Proactively monitoring critical systems utilizing IT tools to protect the infrastructure. Managing penetration testing and vulnerability scanning. Reviewing logs and Intrusion Detection System alerts. Establishing security system boundaries in coordination with the Enterprise Services Division.
- -Engineering, implementing and monitoring security measures for the protection of computer systems, networks, and information.
- -Identifying and defining system security requirements.
- -Managing the Risk Management Framework process and efforts for the agency.
- -Designing system security architecture and developing detailed security designs.
- -Preparing and documenting standard operating procedures and protocols.
- -Providing oversight and requirements for operating the Vulnerability Management Program.
- -Configuring and troubleshooting security infrastructure devices.
- -Developing technical solutions and new security tools to help mitigate security vulnerabilities and automate repeatable tasks.
- -Writing comprehensive reports including assessment-based findings, outcomes and propositions for further system security enhancement.
- -Performing related duties and fulfills responsibilities as required.
Occasional travel - You may be expected to travel for this position.

QualificationsThis announcement is issued under the Direct-Hire Authority (DHA) to recruit for positions for which there is a critical hiring need. To qualify for this position, applicants must meet the Basic Experience requirement and the Specialized Experience as described below.
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

In addition to having experience demonstrating the four competencies, applicants must also have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-13) in the federal government. Specialized experience is defined as: (1) experience leading the development of technical security requirements to ensure an appropriate level of security compliance is met or exceeded; (2) experience providing guidance to the Chief Technology Officer (CTO / CIO), Division Chief and the CISSO related to an organization's IT security program to include providing reports and briefings of cyber activities; (3) monitoring critical systems utilizing IT tools to protect the infrastructure; (4) managing penetration testing and vulnerability scanning; (5) reviewing logs and Intrusion Detection System alerts; (6) establishing security system boundaries in coordination with system owners and stakeholders; and (7) supervising and managing a subordinate staff to include, delegating authority, evaluating and overseeing people and programs, and making informed decisions regarding IT vulnerability and security.
*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
