    Summary

    This position serves as a Human Resource (HR) Specialist for the U.S. Agency for Global Media (USAGM), Office of Management Services, Office of Human Resources. It is responsible for providing day-to-day expert level operating support to assigned organizational components, in the delivery of staffing and classification services, as well as participating in the development and evaluation of agency-wide policies and programs on a variety of workforce management issues.

    Responsibilities

    The full performance level the position will provide expert level Position Classification, Personnel Staffing, and Recruitment and Placement support to assigned organizations, including agency headquarters offices, the Voice of America (VOA), and the Office of Cuba Broadcasting (OCB).

    Position Classification
    - Effects all position classification actions, including major reorganizations, significant changes in mission and functions, new programs, appeals, new positions, etc. to improve overall program management. Develops standard position descriptions covering major groups of jobs within the agency to establish and maintain a uniform approach to, and consistency in, classifications. Conducts studies of major occupations and/or organizations and recommends changes in organizational structure, workflow, job design, etc., to improve overall program management. Reviews and comments on proposed classification standards issued by OPM, which cover positions in the organization. Plans, develops, and writes policy and procedures on position management and position classification, as needed.

    Personnel Staffing, Recruitment, and Placement - Provides day-to-day staffing and recruitment support for a broad range of administrative, technical, and clerical positions, including International Broadcaster positions, GS-2 through GS-15, for assigned organizations. Plans and coordinates recruiting efforts and advises managers of alternate hiring mechanisms to ensure staffing goals are met. Develops job analysis and crediting plans to identify the best qualified candidates. Evaluates qualifications of applicants, Counsels prospective candidates for employment, and processes personnel action requests. Conducts studies and surveys to analyze and evaluate agency staffing and recruiting programs and policies. Prepares reports and recommendations for management consideration. Develops workforce plans for agency headquarters, VOA and/or OCB. Designs, develops and implements staffing and recruitment policies and programs through the Agency's Merit Promotion Program to meet the Agency's unique staffing needs. Researches and resolves major staffing problems or issues, which impact on Agency operations. Develops and implements innovative solutions. Evaluates the impact of new OPM regulations or programs, and recommends plans for their implementation into current operations.

    Assignments at GS-11 and GS-12 will involve providing operational staffing and classification to assigned organizations, typically not including developing policy and procedures. These assignments will be structured to develop incumbents to perform at the expert level, as described above.
