    EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

    In this position, you will serve as the Supervisory Emergency Management Specialist (Public Assistance Program Management Branch Chief) to provide supervision, oversight and direction of the Public Assistance Grant Program.

    Typical assignments include

    • Preparing all stakeholders to administer the Public Assistance Grant Program.
    • Coordinating both technical and tangible disaster response assistance to tribes, communities, territories, commonwealths and states in the immediate aftermath of a disaster.
    • Providing financial assistance via the Public Assistance Grant Program under a disaster declaration to tribes, communities, territories, commonwealths and states for emergency work and permanent restoration work.
    • The day-to-day management and administration of the Public Assistance Grant Program.
    • The programmatic and financial close-out of the Public Assistance Grant Program.
    • The day-to-day supervision and direction of Public Assistance staff performing the duties described above.
    • Interpreting laws, regulations, and policies applicable to FEMA’s disaster recovery efforts.
    • Communicating and coordinating with internal and external stakeholders relating to the Public Assistance grant program management and administration.
    • Developing employees’ yearly performance plans and performance metrics; tracking and advising employees of their work plans progress; addressing employee conduct and issues and providing a yearly rating of their performance.

    Promotion Potential: Positions filled under Stafford Act regulations generally do not have documented promotion potential; however, dependent on an employee’s ability to perform higher level duties, the continuing need for an employee to perform work associated with a higher level position, and administrative recommendation and approval, promotions may be earned by CORE employees.
