As a Lead IT Cybersecurity Specialist (Direct Hire), you will:
- Ensure that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
- Lead the team in identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization.
- Serve as a principal contact for coordination, implementation, and/or enforcement of information security policies.
- Implement higher-level security requirements and integrate security programs across disciplines.
- Assess new systems design methodologies in order to improve software quality.
- Develop long-range plans for IT security systems and review new systems, networks, and software designs for potential security risks.
- Resolve integration issues related to the implementation of new systems with the existing infrastructure.
- Initiate, develop, implement, and evaluate the security programs of an organization.
- Lead and coordinate the implementation of security programs across platforms and establish vulnerability reporting criteria.
- Make recommendations for operational policies, procedures, and criteria for interfacing with program systems resources, and coordinate with other staff within the agency on the development of information security systems and application policies.

Applicants must have at least one year of specialized experience at or equivalent to the GS- 13 in the Federal service as defined in the next paragraph.
Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience coordinating and implementing security programs across platforms and establishing vulnerability reporting criteria; reviewing and evaluating security incident response policies; identifying the need for changes based on new security technologies or threats; evaluating the security programs of an organization, including the implementation of security programs to anticipate, assess and minimize system vulnerabilities such as intrusion detection; enforces controls that provide protection from unauthorized access, alteration, loss, disclosure and blocking of information; and, recommending ways to protect the organization's information and information systems.
Additional Qualifying experience for the GS-14 grade level requires IT-related experience that demonstrated each of the following four competencies: Attention to detail; customer service; oral communications; and problem solving.

The following cybersecurity specialty areas are defined by the National Cybersecurity Workforce Framework (Framework), which is a national resource that categorizes and describes cybersecurity work. Exploitation Analysis: Analyzes collected information to identify vulnerabilities and potential for exploitation.
Digital Forensics: Collects, processes, preserves, analyzes, and presents computer-related evidence in support of network vulnerability mitigation and/or criminal, fraud, counterintelligence, or law enforcement investigations.
Investigation: Applies tactics, techniques, and procedures for a full range of investigative tools and processes to include but not limited to interview and interrogation techniques, surveillance, counter surveillance, and surveillance detection, and appropriately balances the benefits of prosecution versus intelligence gathering.
Incident Response: Responds to crisis or urgent situations within the pertinent domain to mitigate immediate and potential threats. Uses mitigation, preparedness, and response and recovery approaches, as needed, to maximize survival of life, preservation of property, and information security. Investigates and analyzes all relevant response activities.
Cybersecurity Program/Project Management: Manages one or more cybersecurity project(s) or program(s) to provide products and/or services. Coordinates, communicates and integrates cybersecurity projects and program activities. Ensures cybersecurity work efforts achieve the intended or specified outcomes. May encompass the decision-making and negotiation responsibilities involved in executing the program efforts.
Cybersecurity Supervision, Management & Leadership: Supervises, manages, and/or leads work and workers performing cybersecurity work.
