This position is located in the Office of Grants Management, Office of the Deputy Chairman for Management & Budget, National Endowment for the Arts (Arts Endowment). As a Grants Management Specialist, you will:
-Review and prepare grant awards for final authorization and obligation, making analytical decisions and recommendations to ensure fiscal and administrative control and in accordance with Arts Endowment's and other federal regulations, policies, and procedures.
-Review and process grant amendments including scope, budget, and time extensions in accordance with the Arts Endowment's and other federal regulations, policies, and procedures.
-Review and process grant payment requests and progress reports for final authorization and obligation in accordance with Arts Endowment's and other federal regulations, policies, and procedures.
-Work with final reports team to assist grantees, review reports and material for compliance, and prepare for closeout, in accordance with Arts Endowment's and other federal regulations, policies, and procedures.
-Provide assistance to applicants, award recipients, and staff regarding agency and federal financial assistance requirements, including researching and preparing material for technical assistance, as well as participating in in-person and Webinar or other similar training efforts.

QualificationsIn order to qualify for this position, you must one of the following requirements:
A. You must have at least one full year of specialized experience equivalent to the GS-9 level in the Federal service with experience performing ALL of the following tasks: 1) receiving and reviewing grant applications for eligibility and compliance; 2) reviewing grant budgets and project information to provide knowledgeable information for staff, panels, and/or grantees; 3) providing advice and guidance to constituents about the application review processes and/or grants award requirements; 4) using automated awards management systems; and 5) utilizing financial assistance knowledge, including Federal laws and regulations and policies, as well as risk factors, to address and resolve a range of grant actions throughout the life-cycle of an award. (You must clearly show in your resume and claim on your questionnaire how you meet ALL of the above requirements, or you will be rated ineligible). OR
B. Successful completion of three full years of progressively higher level graduate education leading to a Ph.D.; or successfully completed a Ph.D.; or equivalent degree, e.g., LL.M., at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work. (NOTE: You must submit a copy of your college transcripts to support your claim). OR
C. A combination of graduate education and specialized experience, as described above, which when combined, total 100 percent of the requirement.
