CBO seeks an Assistant Director to lead its Health, Retirement, and Long-Term Analysis Division, which analyzes issues and policies in the areas of health care and health care financing (including Medicare, Medicaid, private health insurance, and population health) and Social Security (including long-term microsimulation modeling). The Assistant Director collaborates with CBOs Director and senior managers to formulate and implement a strategic agenda for the divisions analytical work. The Assistant Director works closely with the divisions other managers to oversee research and modeling as well as the development of reports produced by a staff of about 30 analysts, the majority of whom have a Ph.D. in economics or a related discipline. The Assistant Director is responsible for ensuring that the division functions effectively and that its work continues to meet the highest standards. CBOs analyses of issues and legislative proposals receive considerable attention and scrutiny; they must reflect the best thinking and modeling to meet CBOs goal of providing the Congress with objective, nonpartisan analysis.
Tier 1 Security Clearance
The applicant must have an advanced degreepreferably a Ph.D.in economics, public health, health policy, or a closely related discipline; a minimum of 10 years of experience in policy analysis related to health care; the skills necessary to strategically guide all of the divisions work; and a proven track record as a manager and research leader. The applicant must also have superior knowledge of the health care system and its financing, along with the versatility to engage in all aspects of the divisions work to enhance its technical quality and clarity; be a strong leader of people who can provide direction, promote professional development, and foster collaboration; be a strong manager of research and writing projects; and have the interpersonal skills to work effectively with many stakeholders in the Congress, in the professional and academic communities, and within CBO.
