As an HR Specialist, you will be part of HR Solutions, Federal Staffing Center, Automated Systems Management Branch (ASMG), Account Management Branch. ASMG manages USA Staffing, the Federal government's Talent Acquisition System. - Provide USA Staffing and related systems demonstrations to Federal agency customers.
- Prepare, edit and publish government-wide communications materials about the USA Staffing program.
- Strategize and execute implementation and change management strategies and project plans for USA Staffing customer agencies.
- Meet regularly with customer agencies in person or via telephone to assist with the implementation and change management process.
- Use problem solving techniques to provide technical system guidance to customers on system configurations, business-process decisions, and standard operating procedures related to system use.
- Serve as an internal expert on USA Staffing features and functionality.

QualificationsTo qualify for this position at the grade GS-11, you must meet at least one requirement below:
A. Education: Ph.D. or equivalent doctoral degree or completed at least three full academic years of progressively higher level graduate education leading to a Ph.D. or LL.M. if related, or equivalent doctoral degree in human resources, business, public administration, management, or a directly related field of study which demonstrates the knowledge, skills, and abilities required by this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study.
B. Specialized Experience: Have at least one full-time year (12-months) of specialized human resources work experience at or equivalent to the GS-9 grade level in the Federal service (obtained in either public or private sectors). Examples of qualifying experience are as follows:
- Assisting in the development and execution of project plans and change management strategies for the challenges faced by clients implementing an automated system.
- Maintaining effective working relationships with client agencies through regular meetings and site visits.
- Providing system demonstrations and/or training and coaching on basic system functionality to customers both on-site and virtually.
- Coordinating new user training including scheduling trainers, communicating with the customer, maintaining the training schedule, and reviewing course evaluations.
- Assisting higher-graded Account Managers/Project Managers working with the customer to define problem statements and gather preliminary requirements for basic system enhancement requests.
C. Combination of Education and Experience: You may qualify for this position if you have a combination of the education described in "A" above and specialized experience described in "B" above such that the percentage of required experience plus the percentage of required education equals 100%. (To calculate, first determine your total number of graduate semester hours, and divide that number by 18. Next, divide the total number of months of qualifying experience by 12. Then, add your percentage of education and experience. The two percentages must total at least 100% for you to qualify based on your combination of education and experience.) Only graduate education in excess of two years (i.e., 36 semester hours or above the Master's level) may be combined with experience.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS11 level.
