Serves as DHS' principal action officer on doctrine, strategy, and tactics for achieving interoperable communications capability, in voice and data services, among Federal, State, local, tribal and territorial first responders and those who support them who are charged with our nation's safety. The latter includes Federal Agencies that can be called upon to support first responders, such as The Federal Emergency Management Agency (FEMA), Secret Service, FBI, National Guard and Department of Defense assets, among others.
Provides advice and assistance to the CISA Director and Deputy Director for his/her role as interagency lead for the Emergency Communications Preparedness Center, which is authorized by statute and comprised of 12 Federal Agencies and Departments. This Federal body is effectively the principal coordination body for Interoperable Communications Policy.
The incumbent serves as lead coordinator of interagency policy for DHS stakeholder components, including all operating components that use radio networks for communications, the Science & Technology Directorate which funds research into interoperable communications solutions, and FEMA, which has some key responsibilities in this area. He/she engages in establishing the entire life cycle of program planning and advises the CISA Director and Deputy Director on best practices to develop and coordinate unifying Department-wide official policy positions on interoperable communications.
The incumbent uses initiative, judgment, technical knowledge and originality in developing and implementing policy and programs in support of these missions.
The incumbent supervises a group of employees performing work at the SES level and below, as well as detailees and contractors. He/she also provides administrative and technical supervision necessary for accomplishing the work of the unit.
Through subordinate program managers, the incumbent provides direction and leadership to the national effort in the area of interoperable communications, wireless network communications, and national emergency communications at the federal and international levels. Establishes program goals, objectives, performance criteria, workload measurement and workload standards to ensures services provided are cost effective and meeting milestones. Establishes and evaluates procedures and methods for determining risks, vulnerability, and possible criticism of program operations, performance, and work processes, and addressing obstacles or potential problems.
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed above. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant. Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications. This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed.
