The Program Associate (PA; GS-9 equivalent) or Senior Program Associate (SPA; GS-11 equivalent) supports U.S. Institute for Environmental Conflict Resolution (USIECR) projects by working with Project and Program Managers on case management assessment, contracting, client and stakeholder communications, meeting planning, and logistics. Primary Duties and Responsibilities:
- The PA or SPA will support and assist Project and Program Managers to provide USIECR services, with duties and responsibilities to include:
- Under the supervision of the Director of the D.C. Office, and at the direction of Project or Program Managers, perform general information intake; support the management of the USIECR role in the contracting process for neutral selection; and support the management of the neutral contract, often for multiple projects simultaneously.
- Draft scopes of work and prepare both routine and complex budgets for projects and programmatic efforts for review, editing, and approval by Project or Program Managers (and, in the case of the PA, with assistance and direction from SPAs). Budgets should reflect appropriate estimation of tasks, level of effort, timeliness, costs, and milestones.
- Assist Project or Program Managers with case/conflict assessments by arranging interviews (the SPA may independently conducting interviews) and summarizing the assessment interviews in order to draft findings and develop draft recommendations and reports.
- Under the supervision of the Director of the D.C. Office, and at the direction of Project or Program Managers, plan and facilitate small group discussions and caucuses as part of USIECR projects.
- Summarize meeting discussions succinctly and accurately and provide such summaries in a timely manner as directed after meetings.
- Manage logistics for large, complex conflict resolution projects.
- Draft communications to be transmitted to contractors and project participants concerning meeting schedules, results, and follow up steps, on a regular basis.
- Effectively lead and serve on internal and external teams.
- Accurately implement policies and requirements related to records management, personnel, database management, and project administration, and enforce appropriate internal controls to ensure adherence to the laws, rules, regulations, and policies of the Federal government and Udall Foundation.
