This position is located in the Office of The Adjutant General, (TAG) Joint Force Headquarters-Wyoming National Guard, (JFHQ-ST), Special Staff of the Adjutant General, Office of the Chaplain. This position is the highest full-time level authorized with oversight over the entire full-time JFHQ state chaplain program during non "M-Day" days. This position is the senior level position within a state and exhibits full professional maturity for the various religious programs the employee is responsible for. The mission of the National Guard Chaplain Service is to provide unsurpassed spiritual leadership and care to National Guard personnel and their families at home and abroad. The primary purpose of this position is to manage the state National Guard Chaplain Service religious program, and to ensure the free exercise of religion for National Guard personnel and their families. This position is characterized by the high degree of integration into a complete and total program of religious ministries, including workshops, spiritual leadership and care, religious education, and other activities for National Guard personnel and their families. The Chaplain Service ministry is performed cooperatively, and executed in a pluralistic environment. This ministry, when directed by The Adjutant General, may be extended to active duty and reserve component military personnel and their families within the State.
(1) Program Management: Manages the State/Territory Chaplain Services program in accordance with National Guard Chaplain Service program goals and objectives.
(2) Training: Training is the cornerstone of preparation for military operations. Employee reviews training strategies that address, a) the technical and tactical proficiencies of the state National Chaplain Service personnel, b) quality of life programs for National Guard personnel and their families, c) needs of other Chaplain Service constituencies (civilian clergy, non-government organizations (NGO), etc.).
(3) Readiness and Deployment: Ensures Chaplain support is provided to National Guard personnel and their families through the full spectrum of the deployment cycle (mobilization, deployment, employment, redeployment, and reconstitution).
(4) Crisis Intervention: Under the Supervision of the Chief of Staff , TAG, and State level Chaplain (on M-Day status), coordinates Chaplain Service support during events such as natural disasters (floods, hurricanes, tornados, snowstorms, tsunamis, etc.), man-made disasters (acts of terrorism and technological events, etc.), unit emergencies (suicide, line-of-duty deaths, and serious line-of-duty injuries), and during times of significant national events (Olympics, national conventions and inaugurations, etc.).
(5) Direct Religious Support to Personnel: Provides and/or coordinates religious support to National Guard personnel and their families as needed.

Must become a mbr of the Wyoming Army Nat'l Guard before appt. May take up to 120 days.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
The Selected applicant must complete an "I-9, Employment Verification", "OF-306, Declaration of Federal Employment", a Memorandum understanding requirements upon acceptance of an Indefinite position, a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.
Acceptance of a Technician position will terminate these military incentives.
Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).
Military Technicians in the excepted service will wear the appropriate uniform while performing duties.
Veterans' Preference does not apply to National Guard Dual Status positions in accordance with Title 32 USC 709(f).
Indefinite employees may be terminated or displaced at management's discretion with a 30-day written notice.

DESCRIPTION OF WORK:
Work involves providing for the religious needs of the population served and service as spiritual counselors in moral and religious matters. Duties include advising, administering, supervising, or conducting professional work in a program of spiritual welfare and religious guidance for Government activities where chaplain service is needed. Coordinates/directs a complete program of religious ministries, including workshops, pastoral counseling, religious education, and other activities. Some positions also include non-direct service functions - staff functions of administration, or special functions of training or research.
MINIMUM REQUIREMENTS:
Candidates must have a baccalaureate degree (not less than 120 semester hours) and must have successfully completed three years of resident graduate study in theology or related subjects (Master of Divinity), or 72 semester hours (leading to an ecclesiastical certification as a member of the clergy) from an approved seminary or graduate school.
Candidates must complete the (Army) Chaplain Officer Basic Course or the (Air Force) Chaplain Orientation Course.
Candidates must be ordained by a religious faith group or denomination that is recognized by the Department of Defense Armed Forces Chaplain Board; be educationally qualified for appointment as a chaplain; meet physical standards; and be otherwise qualified to serve as commissioned officers. Applicants must be commissioned prior to age 40 or be less than age 42 with at least 2 years of prior military service.
SPECIALIZED EXPERIENCE:
Must possess at least 36 months experience, education or training that included progressively responsible work in a professional program of spiritual welfare and religious guidance which demonstrates or provides the knowledge, skills, and abilities essential for successful performance of the position. The major functional areas that comprise the total range of chaplaincy work are (1) the religious ministry, (2) administration, (3) training, and (4) research.
GS-11: In addition to the above minimum requirements and specialized experience, the maturity and breadth of the overall program does not represent the degree of maturity found at the higher grade levels. This position involves all necessary religious/pastoral services, involving the following; initial interviews, visits to various units of the institution, bedside ministration, developing and delivering sermons; conducting funeral services for soldiers and family members; administering religious / worship ordinances; and providing counsel whenever called upon. Contacts include organizational staff as well as outside contacts that represent the local community.
GS-12: In addition to the above minimum requirements and specialized experience, performs as a fully matured professional and represents the highest Chaplain level position for the state for which it serves as a full-time position. The duties and responsibilities at this level exceed the GS-11 due to its high degree of integration and total care treatment programs managed and required for chaplain services rendered. A primary example of this is found in the military community for which they serve. As a result of on-going conflicts world-wide and state level natural disasters, the Chaplain community has been experiencing increasingly higher levels of substantially difficult problems involving with family counseling, expanded liaison with outside community contacts and having to deal with conditions of extreme emotional stress resulting in much shorter periods of time in which to accomplish the mission providing the necessary spiritual support and guidance. In addition, the chaplain at this level is actively involved with the overall welfare and well-being of families as they transition from a civilian environment to a military setting for extending periods of time include going beyond post mobilization periods.
NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g. 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume.
