This position resides within the Assistant Administrator for NextGen, Management Services Office. We are looking for a highly skilled, innovative and motivated individual to lead an organization responsible for performing wide-ranging technical support service and acquisition functions that enable performance of NextGen program planning, performance analysis and reporting mission analysis concepts and requirements definitions, enterprise system engineering & integration and portfolio management functions. The Next Generation Air Transportation System (NextGen) is a fundamental transformation of our nation’s airspace system. It uses 21st century technologies to meet future demands, avoid gridlock in the sky and on the runways, further improve safety and protect the environment.
The person selected for the position will lead a division of technical, procurement and financial management staff responsible for performing support service requirements analyses, acquisition strategy formulation, procurement planning, source selection, contract administration, financial analyses and reporting in support of diverse customers with in and external to the NextGen Organization. You will lead the Procurement Division, ANG-A1, and in that capacity develop, coach and supervise division staff to ensure high quality and continuous improvement in customer service delivery. You will establish and maintain organizational structures, resource allocations, business processes and management controls necessary to provide effective acquisition support and services for NextGen customers and stakeholders. You will support the establishment of the Aviation Workforce Development Grant Programs, outlined in Section 625 of the 2018 Federal Aviation Administration Reauthorization Act. Responsible for process development and oversight of proposal evaluation in response to competitive solicitations. Responsible for awarding grants in a manner consistent with the provision as outlined.
If you are selected for this position, you will perform a full range of organization management, staff development and supervisory and leadership tasks to ensure the following functions and responsibilities are successfully performed by the division: (1) long range resource planning to ensure alignment between the division's resources and it mission objectives; (2) customer engagement and support services requirements analyses; (3) development and coordination of procurement and statements, deliverable specification, independent government cost estimates, business cases for CFO approval, etc.; (4) contractor performance oversight; (5) customer service quality assurance; (6) contract financial status analysis and reporting; (7) acquisition strategy alternative analysis and long range procurement planning; (8) customer/stakeholder outreach and feedback; and (9) management reporting.
This position will report to the Director, Management Services Office, ANG-A, and work with customers and management officials across the NextGen organization as well as other business units to ensure division services remain aligned and customer needs and agency acquisition policies and directives. In particular, this position is expected to collaborate very closely with counterparts in the Division of Acquisitions and Contracting (AAQ), within the Office of Acquisitions and Business Services (ACQ).
