    This position provides administrative support for the Personnel Suitability & Security Program at the VA Portland Health Care System. The incumbent provides services to individuals in occupations including GS, Federal Wage Grade (WG), professional and nonprofessional, Title 38, contractors, volunteers, interns, fellows and residents. The incumbent performs the full range of tasks associated with maintaining, and enforcing regulations related to the Personnel Suitability & Security Program.

    Duties include:

    • Responsible for maintaining an in-depth working knowledge of the PIV Program and duties of each PIV role (PIV Applicants, PIV Sponsor, PIV Registrar, PIV Issuer, PIV Card Manager);
    • Provide technical advice and guidance to employees, contractors, affiliates, and volunteers with regard to matter pertaining to the PIV Program;
    • Serve within the PIV office as Registrar and Issuer;
    • Responsible for the E-QIP operation at the medical center;
    • Review documentation and ensure the proper level of background investigation is initiated on each appointee;
    • Serve as E-QIP Program expert for the medical center;
    • Perform the roles of Initiator, Reviewer, and Approver, insuring that all new appointees complete E-QIP processing within five days of entering on duty;
    • Maintain Personnel Suitability and Security Program databases in accordance with VA requirements;
    • Produce monthly and quarterly reports;
    • Ensure OPM certificates are filed in every employee's Official Personnel Folder (OFF) and that all other required and applicable VA forms are completed and filed in accordance with applicable regulations, in the employee's OPF.
