EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
In this position, you will supervise the Operations Center Development Team (OCDT).
Typical assignments include:
- Serving as the senior technical authority and supervises a team responsible for the design, development and implementation of operational requirements and technical capabilities for the FEMA Operations Center (FOC) and FEMA' s operational network.
- Developing, coordinating, and monitoring the implementation of FEMA-wide plans, policies, and standard procedures for warning, alert and notification processes/systems, and provides associated training. Directs the Operations Center Development Team (OCDT) and sets priorities in its mission and activities.
- Interacting with FEMA senior management and senior emergency management officials at other Federal departments and agencies to establish notification policies, procedures, and guidelines for All-Hazards response operations.
- Providing leadership and representation of the FOC in meetings, conferences, briefings, and exercises to establish sound working relationships with intra-/interagency executive contacts and officials of other organizations. Serves as liaison between the FOC and program representatives on a variety of issues.
- Facilitating short- and long-range planning on behalf of the FOC Director. Provides expert guidance in the resolution of complex problems.
- Supervising the OCDT staff and performs administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system.
