    This position is located in the Department of Homeland Security (DHS), Office of the General Counsel (OGC), General Law Division (GLD).

    This is a permanent appointment in the excepted service and will be filled on a full-time permanent basis.

    Responsibilities

    As an Attorney-Advisor (Open Continuous) GS 0905 13/14/15, your typical work assignments may include the following under supervision:

    As an Attorney Advisor you will:

    • Review solicitation packages, statements of work, contract specifications, and other contract documents for clarity and legal sufficiency.
    • Participate as counsel on source selections; provide oral and written advice on pre-award procurement issues such as the adequacy of solicitations sole source awards, mistake in bids, agency protests, and bid protests filed before the Government Accountability Office (GAO) and the U.S. Court of Federal Claims.
    • Represent DHS in contract appeals filed before the Civilian Board of Contract Appeals (CBCA), and assist the Department of Justice when appeals are filed before the United States Court of Federal Claims or the Court of Appeals for the Federal Circuit.
    • Research and analyze applicable laws and regulations, provide interpretations of those laws and regulations to the DHS General Counsel and other DHS officials.
