Manages the cloud-based DoD Joint Library Services Platform (LSP) systems, including but not limited to ensuring contractor customer and technical support and system services meet contract requirements, serving as the contracting officer’s representative for contract implementation and oversight.
Maintains LSP websites for Navy, Marines, Army, and Air Force, ensuring content is updated; optimizes integration with LSP services; and makes website design improvements.
Provides customer service support for the LSP; responds to inquiries from DoD libraries installation staff and patrons on LSP services, usage guidance, and problem resolution; and manages DoD Library staffing of the live chat help desk.
Maintains federated search installation and digital collections cross product search service.
Ensures all catalog records meet industry standards. Serves as the lead cataloger for the Navy MWR Library Program, providing guidance to DoD MWR Library Staff on proper cataloging procedures and standards, identifying and resolving cataloging issues, and performing original cataloging.
Develops and implements marketing and outreach strategy for DoD LSP services.
Provides digital collection management services. Assists in arranging and processing digital collections using a web based platform.
Develops training and procedures documentation and provides training in-person and remotely.

Master’s degree or higher in Library Science (Information Services, Information Management, or other library-related concentration) from an American Library Association accredited degree program.
At least 5 years’ college-level education, training, and/or experience demonstrating the application of theories, principles, and techniques of professional librarianship in order to provide effective library and information services.
Knowledge of library automation systems and online services, including integrated library systems, and related delivery methods pertaining to library services.
Knowledge of bibliographic cataloging and collection maintenance standards, including Resource Description and Access (RDA), Machine Readable Catalog Records (MARC 21), radio-frequency identification (RFID), Dewey Decimal System, Bookstore organizational model, Anglo-American Cataloging Rules (AACR2), Describing Archives: A Content Standard (DACS), and Encoded Archival Description standard (EAD).
Knowledge of areas related to primary job assignment, focusing on technologies applicable to library operations and services.
Knowledge of cloud-based services, standards, and technologies.
Knowledge of network services, technologies, cybersecurity, and coding standards used in a cloud-services environment (such as XML, SQL, etc).
Skill in research methods to build appropriate collections to serve readers and learners in a military environment.
Skill in the use of standard web browser display and application technologies (such as HTML, XML, CSS, JavaScript, CGI, XSLT), including usability, accessibility and cross-browser compatibility issues.
Skill in providing customer service.
Ability to identify and communicate system issues with contractor technical support and oversee implementation of remedies.
Ability to support technically and administratively a complex integrated suite of library services solutions and effectively implement a collaboratively-developed vision for search, discovery, and delivery services in a Joint Services environment.
Ability to manage workload while meeting deadlines and responding to changing needs and priorities.
Ability to develop and deliver presentations.
