Formulates, plans, conducts, and reports in a timely manner on high-priority programs and research involving human factors in flight deck. Research projects represent a variety of issues associated with human factors with aviation personnel such as maintenance, aviation medical examiners, and pilots. Assesses human performance in field, laboratory, or simulator settings using experimental, survey, and other evaluation methods consistent with professional standards in experimental psychology. Coordinates and directs research efforts to ensure that products developed are responsive to sponsor requirements, are provided in a timely manner, and lead to cost effective enhancements to human performance.
Applies experience and advanced technical knowledge in preparing scientific reports for presentation to FAA sponsors and the general scientific community, and contributes to the scientific literature through refereed journal publications and books. Responsible for ensuring the analyses, interpretation, presentations, and reports are conducted in accordance with generally accepted psychological theories, methods, techniques, and practices. Consults appropriately with FAA managers to assist in proper interpretation of formal briefings and reports for agency decision-making processes. Writes statements of work, interacts with contractors, evaluates contract and grant proposals, participates in contract negotiations, and serves as a Contracting Officer's Representative (COR).
Performs as a Principal Investigator by: 1) determining priorities and programming material and funding resources to fulfill laboratory research objectives in a cost-effective manner; 2) recommending modifications to project plans and objectives to improve responsiveness to sponsor needs; 3) providing input to the laboratory manager concerning work group organization and personnel assignments within the program; 4) providing timely and responsive documentation of study findings in reports and publications; and 5) providing timely status reports as required. Interacts effectively with sponsors within the FAA organizational structure to solicit support for relevant programs and provide necessary interaction and coordination. Presents persuasive project briefings and presentations at levels within the FAA ranging from associate administrators, office and service managers to branch heads and project leads. Serves as a research team coordinator and provides: 1) technical oversight to project workgroups and 2) input to the laboratory manager regarding project staffing, personnel performance, training needs, and recognition. Develops and recommends solutions to problems encountered during research. Demonstrates commitment to and support of a productive, proficient, and hospitable workforce.
Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to recommend new approaches. Provides guidance to lower-level technical staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Identifies and informs management of problems that require their attention.

BASIC REQUIREMENTS
Degree: Successful completion of a full 4 year course of study from an accredited college or university leading to a bachelor's or higher degree with a major or equivalent in Psychology.

To qualify for this position at the FV-I (FG/GS 13) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H (FG/GS 10-12) in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and that is typically in or related to the work of the position to be filled.
SPECIALIZED EXPERIENCE may include but not limited to: experience identifying research requirements, objectives, and products for mission-critical occupations; designing and conducting studies, preparing reports, and presenting material on research projects which include the efficiency and performance of individuals, teams, or units involved in the research projects.
