This position is located in the Financial Management Division, Office of Administration, Records Management Unit.
The incumbent will perform the following duties:
- Provides original and copy cataloging services using references, standards, and automated bibliographic systems.
- Classifies materials in accordance with standard classification schemes using manual and automated methods such as Library of Congress (LOC) classification.
- Analyzes, evaluates, organizes, and disseminates information and materials in various media for quality, content, and effectiveness
- Performs bibliographic searches, databases maintenance/input work, and indexing
- Performs a variety of duties and task related to customer service. Provides efficient, courteous, and prompt in-person services. Assists patrons with use of research and reading room facilities including providing assistance with locating information sources and searching a variety of informationtechnology tools available to users. Communicates with other staff to ensure good customer service.

QualificationsA. Applicants must show successful completion of (one) 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;
B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and knowledge and abilities essential for providing effective library and information services.
ADDITIONAL EDUCATION AND EXPERIENCE REQUIREMENTS:
In addition to meeting the basic entry qualification requirements, applicants must have had either specialized experience and/or directly related education in the amounts shown below. Education and experience may be combined to meet the total experience requirements.
GS-09: Must have one (1) year of specialized experience equivalent to at least the GS-07 Federal grade level performing the following duties: Performing librarian functions and providing related services or document delivery; knowledge using electronic digital resources and excellent communication skills to provide reference services and comprehensive literature searches; ensuring that publications and/or subscription services are fully integrated/available; experience in all facets, principles, and techniques of library and information science, including reference and research procedures, acquisition and selection of appropriate materials, cataloging, online searching and information retrieval; ability to communicate to interact and exchange information with library patrons and users from a variety of backgrounds, skill levels, and organizations; and provides materials and reference services that are authoritative, timely, relevant and appropriate to the customer's question, level of knowledge, and executing searches to support research efforts.
The applicant must have completed two full years of progressively higher-level graduate education or master's in library science or equivalent graduate degree, e.g., LL.B. or J.D., related to the position

GS-11: Must have one (1) year of specialized experience equivalent to at least the GS-09 Federal grade level performing the following duties: Providing direction and guidance to patrons, programs such as cataloging, reference and research, and collections development and maintenance; responding to information requests from agency employees and partners; creating and maintaining library related content on internal website; applying technical knowledge and skills to manage an online catalog system; providing library related instructions and demonstrations; creating usage report on library subscription services; and oversee an Library Information Center in developing, managing and administering a comprehensive library program and overseeing all aspects of daily library operations, maintaining a current knowledge of database content and in search techniques across a variety of databases.
The applicant must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education library science or doctoral degree (Ph.D. or equivalent) related to the position
