This position is located in the Wyoming Army National Guard's Joint Force Headquarters - Public Affairs Office (PAO). The primary purpose of the position is to assist the Wyoming National Guard's Public Affairs (PA) Officer at the strategic and operational level, with particular emphasis on developing segments of more complicated or sensitive communications campaigns and executing the National Guard Bureau's (NGB's) communication objectives.
GS-11 Duties and Responsibilities:
(1) Assists the Public Affairs Officer in the formulation of long-range plans and policies to enhance public understanding, support and acceptance of Public Affairs programs and/or activities statewide.
(2) Creates new or adapts or modifies accepted communication campaign formats to reach a target audience with a specific message.
(3) Responds to media requests for information of both a routine and controversial nature.
(4) Prepares or assembles information kits, edits informational materials drafted by subordinate public affairs specialists or unit UPAR's, releases photographs and/or feature stories to the news media, coordinates media interviews with NG subject matter experts and arranges photographic and electronic media coverage of newsworthy NG events.
(5) Reviews all press releases, feature stories, background statements, special reports, etc., developed by UPARs, prior to their release to the media.
GS-12 Duties and Responsibilities:
(1) Plans, develops, implements, and evaluates the state Public Affairs (PA) program through media and audience analysis, determines PA program needs and organizational direction to achieve National Guard PA goals
(2) Formulates long range plans, and develops policies to enhance public understanding, support, and acceptance of National Guard (NG) programs and/or activities statewide.
(3) Provides PA advice to the Adjutant General and staff in support of policies and programs of interest to internal audiences.
(4) Advises NGB of activities and/or incidents that may generate national, regional, or local criticism, and that may create media, community, or congressional interest.
(5) Responds to public requests and develops materials that expound on the nature and purpose of the NG.

KEY REQUIREMENTS:
Open to US Army, Army Reserves, and Army Nat'l Guard military mbrs only
Must be assessed into WY ARNG before appt. May take up to 120 days.
Must become a member of the Wyoming Army Nat'l Guard before appt.

Officers not assigned to WYARNG must submit NGB Fm 62E

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
If selected, applicant must complete an "I-9, Employment Verification", "OF-306, Declaration of Federal Employment", and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.
Acceptance of a Technician position will terminate these military incentives.
Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).
Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval.
PCS is not authorized in lieu of incentives.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).

1. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

MINIMUM REQUIREMENTS:
Must possess experience, education, or training in administrative, professional, investigative and/or technical work. Experience evaluating information and/or utilizing analytical skills to disseminate effective communication. Experience using computers and automation systems.
GS-11 SPECIALIZED EXPERIENCE:
Must possess at least 36 months experience, education, or training involving a thorough knowledge of writing and communication principles, methods and techniques that relate to public affairs of the military; experience developing new information materials including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the agency's audiences; experience making on-the-spot presentations to audiences with opposing points of view or erroneous understanding of agency positions; and experience responding timely and appropriately to requests for information concerning agency programs and services. (May be upgraded to GS-12 upon successful completion of Public Affairs Qualification Course (PAQC))
GS-12 SPECIALIZED EXPERIENCE:
Must possess experiences listed in GS-11 requirement above and have been appointed at least one year as a GS-11 AND be a graduate of the Defense Information School (DINFOS). (Include SF-50 and DINFOS completion certificate with application)
NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g. 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.
