    EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

    In this position, you will provide expert level business and technical support and guidance to the agency relating to a variety of business analyst functions for an Agile development effort.


    Typical assignments include:

    • Consulting with users to identify and specify business requirements from a programmatic perspective to a functional user interface ready for potential Information Technology (IT) system development using Agile methodology. Optimizing work performed and ensuring users understand the overall product strategy, release process, and development roadmap.
    • Analyzing an organization’s current business policies, doctrine, regulations, laws, and processes to understand the programmatic landscape to find opportunities to streamline and modernize its work-flows. Developing methods to support the various facets of change management utilizing best practices and tools for business and organizational transformation.
    • Managing product backlog through prioritization of business requirements and user stories. This may involve writing product backlog items with acceptance criteria and understanding program priority to order them to achieve the product vision.
    • Supporting the collection, analyzation, evaluation and reporting of data related to the effectiveness of acquisition programs and projects within the agency to meet agency and department goals and objectives. Supporting all development efforts which are part of the release process which include planning, refinement, review, and retrospection.
