    Summary

    This position is a Supervisory Contract Specialist for the Lawton Service Unit and is located at the Indian Hospital, Lawton, Oklahoma. Incumbent is responsible for pre-award and post-award functions including price/cost analysis, negotiation, and administrative services, materials, and equipment. The position is under the supervision of the Health Systems Administrator.

    Responsibilities

    Develop strategic plans to define requirements, establish acquisition plans, and to give advice and recommendations on data that should be included in the procurement request.
    Supervise and direct a staff of Purchasing Agents.
    Responsible for pre-award through post-award functions for a variety of health related, regulatory, or human services programs within the Health and Human Services (HHS) organizations.
    Prepare solicitation, assist in analyzing quotes and proposals, and conducts responsibility reviews.
    Plan and conduct negotiations on price, technical requirements, and terms/conditions of the contract.
    Monitor contractor performance in relation to the completion schedule required by the contract ensuring timely submission of technical progress reports.

    Travel Required

    Occasional travel - Occasional travel within the Oklahoma area (or other overnight travel requiring authorization) may be required.
