- Monitors condition and trend of vegetation habitat types.
- Initiates and leads land health assessments.
- Reviews and prepares National Environmental Policy Act (NEPA) documents.

Physical Demands: Job requires equal amounts of office and field oriented duties. Office duties will often require long periods of time at a duty station inputting, organizing, and interpreting data. Office duties also require significant amounts of time coordinating and planning program factors with Bureau staff, outside interest groups, and other agencies. Field duties involve long hours of driving, hiking, climbing, and other forms of outdoor physical activities. Field trips may vary from one day to two weeks in duration. The incumbent is expected to operate a four wheel drive vehicle in remote areas.
Work Environment: The work environment varies from an office setting where the incumbent is in contact with work associates at all times to a field setting where the incumbent is working alone for extended periods of time in extremely remote situations. The topography in the work area varies from flat rolling sagebrush sites in the Snake River Plains to the rugged Bennett Mountains. Temperatures can vary from -30 F. to 110 F between winter and summer seasons. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer

Basic Education Requirement:
1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
2. Combination of education and experience: Courses equivalent to a major as shown in 1. above, plus appropriate experience or additional education.
Specialized Experience Requirements:
In addition to the basic education requirement, in order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume.
- For GS-09: One year of specialized experience equivalent to at least the next lower grade level GS-07 in the federal service. Examples include, but are not limited to: experience working as a natural resource specialist or other biological science position; proficiency in writing technical reports; composing environmental assessments and editing various documents for clarity and consistency; working in the range or botany programs.
- For GS-11: One year of specialized experience equivalent to at least the next lower grade level GS-09 in the federal service. Examples include, but are not limited to: serving as a subject matter expert in matters relating to natural resource management or other biological sciences, monitoring and National Environmental Policy Act (NEPA); leading interdisciplinary teams in environmental analysis; providing technical advice to supervisory staff; working in the range or botany programs ensuring compliance with policy and law.
Substitution of Education for the Specialized Experience Requirement:
- For the GS-09, successful completion of 2 years (36 semester credits) of progressively higher level graduate education leading to a master’s degree or master’s or equivalent graduate degree.
- For the GS-11, successful completion of 3 years (54 semester credits) of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
Education and experience may be combined to meet the specialized experience requirement.
You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a temporary promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.
This is a not-to-exceed 1 year temporary promotion assignment and may be filled at the GS-09 or GS-11 level (depending on qualifications). At the expiration of this assignment, or whenever your services are no longer needed, you will be returned to your position and agency of record.
Travel and per diem are not covered for this position.
The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

You will be evaluated for this job based on how well you meet the qualifications above.

The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position.
KSA#1: Skill in applying professional knowledge in the development of watershed management plans, and in mitigating problems generated between wildlife, riparian, and mineral, livestock grazing and recreation uses.
KSA#2: Knowledge of techniques used to collect, summarize, interpret and analyze field data related to ecology and watershed management. The knowledge and ability is used to monitor ecological health of watersheds, riparian areas, and ecosystems.
KSA#3: Working knowledge of computer databases to query and input watershed, riparian, and range data.
KSA#4: Skill in communicating with other federal, state, or local agencies and private individuals or organizations to resolve problems by professional judgment or advice, or to coordinate implementation of multiple resource goals into plans or activities.
KSA#5: Ability to prepare clear, concise written reports and environmental assessments based on field data interpretations for use by managers.
