The incumbent develops strategies and/or workable solutions for major security issues that include National operational and strategic planning changes/opportunities, policy changes, resource allocation, and funding alternatives.
Establish, manage and maintain an IT security risk management and strategic management program based on enterprise business goals and objectives.
Develops policies and procedures relative to information systems reliability and accessibility to prevent and defend unauthorized access to systems, networks and Bureau corporate data.
Define the enterprise continuity of operations structure and staffing, scope of the enterprise continuity of operations program, and identify and prioritize critical business functions.
Occasional travel - 5 Days of occasional travel may be required.

In order to be rated as qualified for this position, we must be able to determine that you meet the one year of specialized experience requirement at the next lower grade (GS-13) - please be sure to include this information in your resume. Examples of experience includes functioning as an Information Assurance technical authority in assignments requiring the application of cybersecurity best practices, as well as, new concepts and developments to complex IT Security issues. The position is hands-on and operational, leading internal and external network security in all aspects of network systems, firewall, DMZ, and infrastructure security development and implementation; application must show experience supporting cybersecurity in the describe environment at the performance level. Experience providing cybersecurity operational support ensuring the confidentiality, integrity, and availability of network, information, and information systems. Must have demonstrated experience identifying, investigating, and reporting potential cybersecurity intrusions or incidents utilizing various security tools (Splunk, BigFix, Nessus, SIEM tools) in an effective and efficient manner, and writing clear and concise incident reports for both technical and management audiences. - AND -
Have IT-related experience demonstrating each of the four competencies listed below.

You must meet all qualification requirements within 30 days of the closing date of the announcement. Skill in communicating effectively to prepare and present briefings to management officials on complex and controversial IT issues and to explain complicated technical requirements.
