This position serves as the Chief of Natural and Cultural Resources Management/Integrated Resources Program Manager for Crater Lake National Park and is responsible for independently managing the division and integrating resource management into other park functions. - Oversees all professional and scientific biological, geological, geophysical work and research carried out in the Park.
- Plan, implement, and manage the work of the Division of Natural and Cultural Resources Management which may impact a wide variety of park and regional resources and issues.
- Indirectly supervises staff through subordinate supervisors of professional, administrative, technical, and clerical positions.
- Develop and implement long and short range operational plans and decisions within the division including determination of overall policies, projects and team leader assignments, and relationship to the overall park goals.
- Participate in and/or serve as the lead in developing and implementing park strategic plans and management documents.
- Serve as a Contracting Officer's Representative (COR) for projects conducted through contracts, interagency agreements, and cooperative agreements.
Occasional travel - You may be expected to travel up to 5 nights per month for this position.

BASIC REQUIREMENT FOR BIOLOGIST SERIES, 0401:
A. EDUCATION: Bachelor's (or higher) degree that included a major study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position.
B. COMBINATION OF EDUCATION AND EXPERIENCE: Courses equivalent to a major study, as shown in statement A above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that you possess the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field.
BASIC REQUIREMENT FOR ECOLOGY SERIES, 0408:
EDUCATION: Bachelor's (or higher) degree that included a major study in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:
Specialized Experience: Applicants must have at least one (1) year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1) designing, testing, and implementing scientifically credible protection, inventory, monitoring, and mitigation programs for park ecosystem management; 2) developing methods, approaches or procedures to deal with a variety of complex natural resources management issues; 3) incorporating laws and regulations relating to all aspects of park management including federal and National Park Service statutes, regulations, policies, and guidelines; and 4) applying principles and methods of supervision associated in administrative areas such as human resource management, contracting, budget management, etc.
TIME-IN-GRADE REQUIREMENTS: Merit Promotion applicants who are in a current GS position or have held a GS position any time in the previous 52 weeks (one year) must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks (one year) at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application (e.g. Promotions, STEP Increases, etc.). No award SF-50 will be accepted.

Physical Demands: Work is mostly sedentary, although the position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying items weighing up to 40 pounds (such as backpacks and fire gear). Some activities may occur in physically dangerous areas or settings. Hiking in rough terrain in excess of eight hours per day for several days associated with a variety of natural resource field projects throughout the park is required. the incumbent may be required to maintain physical conditioning for red card (fire resource management) certification. The incumbent may also be a passenger in light airplanes and helicopters. All work is performed at elevations above 5000 feet. Frequent travel is required to represent the park, attend meetings, give presentations and reach destinations in the park.
Working Conditions: Most of the activities are performed in an office atmosphere, but field activities involve walking and hiking over rugged mountainous terrain in all seasons of the year. Work is carried out in daylight and darkness in temperatures as high as 90 degrees and as low as -20 degrees. Terrain is often exceedingly steep and rough, ranging in elevation from 5,000 feet to over 10,000 feet. in winter, deep snow and cold weather may require the use of snowshoes or cross-country skis. backpacking skills in both summer and winter are also helpful. Work may require operating a small watercraft in remote areas. Occasionally in field situations or in emergency operations, the incumbent is exposed to hazards such as falling, exposure and moderate exertion while working at extreme elevations and sometimes under severe weather conditions.
The National Park Service has determined that the duties of this position are suitable for situational telework and the selectee may be allowed to telework with supervisor approval.
