The responsibilities for assignment will generally support and implement the FAA Oversight Philosophy (FAA Order 8000.72) through evaluation of the hazardous material transportation systems with manual and/or design reviews and surveillance planning and/or oversight functions. These include but are not limited to, supporting hazardous materials oversight through assigned risk based activities such as surveillance planning; in depth evaluation of air carrier training programs, processes and procedures; Safety Management System (SMS) interfaces; operational surveillance; and investigations. The incumbent will assign and manage HMASI activities to support the implementation of the FAA Compliance Program (FAA Order 8000.373) through air carrier and other regulated entity systems evaluations, utilizing the most effective safety resolution. The incumbent works collaboratively with all Divisions to support evaluations of operator systems and various interfaces with certificate holders and other entities. He or she provides advice; guidance on hazardous material transportation issues from other Managers, Supervisors and Senior Experts in AXH and disseminates to the HMASIs.
The incumbent assigns and manages varying levels of complex oversight assignments to the HMASIs under the limited direction of the Division Manager and in coordination with the Senior Technical Experts. Applies experience and knowledge of the Hazardous Materials Safety Program, air carrier certification, and supply chains to complete assignments and develop plans and techniques to improve air carrier and other regulated entities’ hazardous materials safety programs, policies, and procedures. Assigns HMASIs to hazardous materials compliance activities of regulated parties that introduce or transport hazardous materials into air transportation. He or she manages investigations of incidents, discrepancies, and regulatory compliance violations related to hazardous material air transportation.
The incumbent assigns system design and manual reviews for regulated air carriers and other entities that focus on SMS principles, safety interfaces, compliance with Hazardous Materials Regulations, operational policies and procedures. He or she advises and coordinates any recommended action taken by the HMASIs requiring immediate changes, corrective action and potential enforcement action(s) to address non-compliance. The appropriate course of action will be determined in accordance with established AXH policies and the current version of the FAA Order 2150 and the FAA Compliance Program 8000.373.
The incumbent assigns stakeholder engagement to the HMASIs with various aviation related industries as needed and in compliance with the AXH Stakeholder Engagement Policy. The stakeholder engagement is based on national and international identified trends and to support hazardous material safety education for the regulated community to improve compliance with air transportation and hazardous material transportation safety through compliance with the Hazardous Materials Regulations, ICAO Technical Instructions, and other related Aviation Regulations.
The incumbent may be assigned to manage AXH personnel responsible for different safety management functions, requiring coordinated efforts with other management officials and subject matter experts to ensure work is completed as assigned. The incumbent is responsible for ensuring assigned staff are completing targeted work that meets the mission objectives of the FAA’s AXH organization. Supervisory responsibilities include: Assigning and setting priorities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking or recommending corrective/disciplinary action as appropriate.
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Examples of specialized experience may include, but are not limited to: Experience overseeing or conducting safety inspections; analyzing risk based safety data; and networking and building relationships with stakeholders across multiple layers of an organization, agency, or industry.
