The primary purpose of this position is to serve as Deputy Chief, Future Operations Division, J35, sharing with the Chief, J35 Future Operations Division in full scope of responsibility for directing the activities of the Division. In the absence of the Chief, possesses the same authority and prerogatives as Chief, excluding UCMJ authority which is vested in Mil Officers.
- Works with the Division Chief in planning, organizing, and overseeing the activities of the J35 Future Operations Division.
- Serves as Chief of JTF's Crisis Action Team (CAT), focusing on CBRN Response Operations.
- Serves as an operational planning team member as lead with other action officers.
Occasional travel - Work may require travel by military or commercial aircraft or other modes of travel away from the normal duty station to locations within and outside of the Continental United States. Travel may be on very short notice and may be under field conditions.

- This position is designated Non-Combat Essential and is a KEY position. Duties of this position are essential to the accomplishment of wartime/contingency operations and incumbent must be removed from their military recall status.

- A valid driver's license is required.
- May be required to work non-traditional duty hours which includes evenings, weekends and holidays. Overtime may be required on short notice. Shift work may be necessary during exercises, crises, or contingencies.
- Frequently, incumbent may be required to be on a two or four-hour recall. Incumbent may be required to carry a phone and/or pager (Government furnished) and must participate in any "call back" drills conducted by the organization.
- A pre-employment medical exam is required. Vaccinations and medication necessary to deploy to, and operate in, a Chemical, Biological, Radiological, and Nuclear contaminated environment are required.
- Selectee must meet the requirements specified on the Certification of Medical Examination. Certification of medical readiness is required annually. Any condition that would cause the employee to be a hazard to themselves or others is disqualifying.
- The incumbent must immediately report to supervisor any significant changes in health status and/or medication requirements. Maintaining a current and medically deployable status is a condition of employment.
- Incumbent may be required to wear an organizational civilian uniform with appropriate footwear and other PPE to be issued by the organization. Deployments may expose incumbent to hazardous conditions and potentially life-threatening conditions.
- As a condition of employment, must be able to put on Nuclear, Biological and Chemical (NBC) protective clothing, including a protective mask, unassisted, in the requisite amount of time
- To ensure the employee's safety, you must remain in this posture until conditions are declared safe for removal of protective clothing.
- Grooming standards must be compatible with all required protective equipment.
- Training may be required to prepare the incumbent for extended TDY under field conditions. Special dietary or religious requirements may not be accommodated during TDY or training exercises
- Employee is expected to have a family care plan in place to allow employee to deploy in as little as 4 hours after notification. Employee's plan must allow for the possibility of deployment of at lease 30 continuous days or more.

QualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for the Emergency Management Series, 0089.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes emergency response principles, practices, procedures and regulations applicable to health, safety, security directives, and environmental requirements; research and determine procedures for collection, analysis, and evaluation of data pertinent to emergency management plans during major disasters or emergencies; emergency evaluation, destruction, and casualty reporting; personnel alerting systems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of mission, roles, functions and operations of DoD, USNORTHCOM, and other Federal Agencies, to provide command level staff guidance on the development and operation of command-wide operational functions and activities.
- Ability to analyze, plan, and adjust work operations to meet program requirements and objective within available resources.
- Ability to communicate both orally and in writing. Expresses information effectively taking into account the audience and the nature of information, makes clear and convincing oral presentations; listens effectively, clarifies information as needed and responds appropriately. Writes in a clear, concise, organized and convincing manner for the intended audience.
- Knowledge of Chemical, Biological, Radiological, and Nuclear (CBRN) hazards and their effect on domestic CBNR Response Operations, and the capabilities, limitations, and employment concepts for CBRN and conventional defense, detection, protective clothing/equipment, communications equipment and decontamination.
- Knowledge of the Crisis Action Planning Process, the Joint Operation Planning Process, and the Adaptive Planning Execution (APEX) enterprise, National Incident Management Systems (NIMS), the Incident Command Systems (ICS), National Response Framework, state and federal emergency and national CBRN response plans.
- Knowledge of military strategic and tactical concepts, principles and processes in all domains (Air, Land and Maritime) as they apply to Homeland Defense (HD) and Defense Support to Civil Authorities (DSCA) missions. This includes DoD's CBRN Enterprise.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires agencies to treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD214, assuming the service member is otherwise eligible.
