This position is located at US Property and Fiscal Office (USPFO) Comptroller Branch, Accounting Services Branch. This is an Army National Guard (ARNG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification.
The primary purpose of the GS-9 position is to serve as a Cost Accountant in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques.
The purpose of the GS-11 position is to perform review and analysis of the various procedures used in administering and operating the fiscal control systems of the state and to identify, determine the cause of, and take corrective action to resolve difficulties, problems, and inefficiencies within those systems and ensure costing structure is established and monitored in the systems at the state level. Main responsibility is to serve as the financial expert for the US Property and Fiscal Office (USPFO) Comptroller in a cost management environment under the General Fund Enterprise Business System (GFEBS).
1. Cost Accounting: The incumbent will analyze, examine, and interpret accounting data, records and reports to determine past costs, identify improperly recorded costs, and reallocate cost to ensure they are recorded in proper cost structure.
2. Managerial Accounting: Provides accounting advice and recommendations to program managers and the installation staff. Determines, selects, organizes and analyzes appropriate data for the effectiveness and/or efficiency of operations for use in executing performance measurements.
3. Plans, coordinates and performs comprehensive reviews, special studies, and selective internal examinations of USPFO functions pertaining to cost management environment under the General Fund Enterprise Business System (GFEBS) and its interfacing feeder systems (STANFINS/AFCOS, SPS, DTS, DCPS, GCSS-A, ODS, FCM, IATS).
4. Confers with representatives of other local offices/directorates to resolve USPFO problems associated with improper cost management attributable to functions under their jurisdiction.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
The Selected applicant must complete an "I-9, Employment Verification", "OF-306, Declaration of Federal Employment", and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.
Acceptance of a Technician position will terminate these military incentives.
Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).

Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.

DESCRIPTION OF WORK:
The primary purpose of the series is to advise, supervise, and perform work consisting of a systematic examination and appraisal of financial records, financial and management reports, management controls, performance requirements, policies, and practices affecting or reflecting the financial condition and operating results of various activities.
POSITIVE EDUCATION REQUIREMENTS: Applicants must possess the following:
1.Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law. (Include legible unofficial transcripts with application showing awarded degree.)
OR
2. Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include ONE of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing. For example, completed 15 semester hours however, the school course work does not fully satisfy the 24-semester-hour degree requirement as defined above in paragraph one (subject: Degree), provided that:
(a) The applicant successfully worked at the full-performance level in accounting, auditing, or a related field for example, valuation engineering or financial institution examining;
(b) A panel of at least two higher level professional accountants or auditors determined that the applicant demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and advancement levels that are normally associated with successful completion of the four-year course of study degree, as described above in Paragraph One; and,
(c) Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
GENERAL EXPERIENCE:
All on-board Title 32 Excepted Service employees assigned to Series GS-0510 positions, are considered eligible for merit promotions if they have the competencies and a minimum of one year experience in the grade immediately below the next higher level. However, new hire applicants must have competent experiences that are commensurate/equivalent to the accounting program business with demonstrated understandings of the program's principles and concepts of the applicable position description.
GS-9 SPECIALIZED EXPERIENCE: Applicant must possess at least three months of finance experiences and present a full range of competencies that demonstrated working knowledge of accounting program principles and procedures; knowledge and ability to perform accounting work that includes financial statement and financial related programs; ability to perform basic accounting principles and conduct business program requirements; and must have experiences and training that demonstrates his or her abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
GS-11 SPECIALIZED EXPERIENCE: Applicant must have at least 24 months of accounting experiences and competencies that provided knowledge of principles and procedures; possess an excellent understanding of the basic principles and concepts of the National Guard accounting business program requirements; have experiences and training that demonstrate the abilities to conduct accounting business in accordance with directives and policies; the abilities to study and evaluate the existing internal control systems to determine the level of reliability; and, the skills to determine the appropriate procedures needed to validate system reliability. Applicant must have the competency to obtain sufficient reliable evidence through inspection, observation, inquiries, and confirmation to provide a reasonable basis for an opinion regarding the activity under examination; must have GS-0510 accounting experiences that used statistical and/or judgmental sampling of financial records and management controls to determine the degree of efficiency, economy, and effectiveness in which the activities discharged their financial responsibilities, and/or to determine that the financial records were maintained in accordance with applicable regulations; and experiences and education that demonstrate his or her ability to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.

FINANCIAL MANAGEMENT CERTIFICATION REQUIREMENT:
Continued employment in this position is subject to successfully obtaining and maintaining a Level 2 DoD Financial Management Certification within two years from entry on duty to the position unless the incumbent is already in a position that requires a Level 2 certification in which case he/she must complete the certification in the original 2-year period.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.
