    EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

    In this position, you will serve as a Supervisory Grants Management Specialist of a team performing work that involves implementing and managing Federal grants and cooperative agreements and providing related technical assistance and services. The incumbent serves as an expert Grants Management Supervisory Specialist in a regional office of FEMA as a Branch Chief and subject matter expert; exercising advisory responsibility and performing work that includes managing, coordinating, and accomplishing the full range of complex Federal grants and cooperative agreements (CA), along with providing related technical assistance services.

    Typical assignments include:

    • Implementing and interpreting grant management policies, standards, regulations, practices and procedures within the region.
    • Participating in Agency-wide and regional working groups on the development of guidance, procedures, policies, and systems.
    • Reviewing and recommending updates and changes to internal controls and/or procedures based on continual assessment of functional activities.
    • Conducting analysis of Federal Financial Reports/Program Progress Reports for completeness and accuracy.
    • Conducting risk assessment of grant recipients for all open grant awards and preparing fiscal year monitoring schedule in compliance with the requirements of FEMA monitoring policy and guidance.
    • Performing monitoring through onsite or desk reviews to ensure compliance with the terms and conditions of the grant agreement and applicable federal regulations.
    • Conducting an in-depth review of quarterly financial reports and performance review reports and other grant reports (i.e., financial, performance management, and other required reports).
