The incumbent serves as Managing Director, Global Compensation, directing the Department of State (DOS) world-wide payroll and pension operations that support all DOS employees (105,000 Foreign Service, Civil Service, and Foreign Locally Employed (LE) Staff assigned domestically and at 250 embassies and consulates overseas, as well as employees of other U.S. Government agencies assigned abroad. As a shared service provider under ICASS, Global Compensation supports all Agencies under Chief of Mission authority and some Department of Defense (DOD) component commands for 63,000 +LE Staff paid in 180 countries, executing biweekly pay in more than 137 currencies from distinct Local Compensation Plans (LCPs). In exercising his/her executive-level knowledge and skills, the incumbent's responsibilities include providing direction to three Office Directors (Pay Systems, Pay Support, and Pay Processing) and a-staff of contractors, Foreign Service and Civil Service employees on a wide-range of activities involved in managing, planning, implementing, coordinating, and overseeing the payroll and pension function of the Department and its customers.
The incumbent serves as the technical expert and policy advisor to the Deputy Comptroller (Charleston) for Global Financial Services and provides leadership and management of all matters relating to the global payroll and pension operations. The incumbent advises on all payroll and pension issues and develops strategic plans related to the interpretation and implementation of the President's Management Agenda, Chief Financial Officers Act of 1990, the Federal Managers' Financial Integrity Act, the Foreign Service Act, amended 1980, Office of Management and Budget (OMB), the U.S. Department of the Treasury, Government Accountability Office (GAO) and other pertinent legislation.
This position is a drug-testing designated position subject to random testing for illegal drug use. Appointment will be subject to the applicant's completion and favorable adjudication of a background security investigation. The Ethics in Government Act, PL 95-521 requires the applicant selected for this position submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.
Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications (last five questions). For this position applicants must address the following mandatory technical qualifications:
1. I have expert-level knowledge of and demonstrated ability in executing and leading complex compensation (payroll) services for multiple customers and through multiple pay plans, in compliance with applicable laws, regulations, and policies, and strong internal controls, to ensure accurate and timely pay and payroll reporting.
2. I have an expert-level understanding of complex payroll systems and a demonstrated ability to define processing requirements in order to implement and manage global changes and adjustments to compensation (payroll), in accordance with existing and new laws, regulations, policy objectives, internal controls, and system requirements.
