    Summary

    The position is located in the Contracting and Procurement Division, Office of Management Services, Office of the Executive Director, Bureau of Diplomatic Security (DS/EX/MGT/CAP).

    The incumbent serves as a Lead Procurement Analyst for Acquisition Planning with responsibility for providing technical guidance to a team of procurement analysts who conduct a variety of acquisition planning activities.

    Responsibilities

    • Leads a team of Procurement Analysts in carrying out the full range of assigned acquisition planning and administration functions.
    • Advises Bureau officials of procurement policies and guidelines in the preparation of statements of work, technical evaluation criteria, and government cost estimates. Issues necessary modifications to clarify contract requirement.
    • Serves as a liaison between the contracting officers and the contracting officer’s representatives on a wide variety of matters related to the administration of awarded Bureau contracts.
    • Drafts Requests for Proposals (RFP) and Requests for Quotations (RFQ) in consultation with the purchasing organization. Ensures that RFPs and RFQ contain complete and accurate descriptions of services.
