As a Supervisory Fish Biologist for Lodi FWO, you will serve as the Assistant Program Manager for the Central Valley Project Improvement Act's Anadromous Fish Restoration Program (AFRP), supervising a staff of professional and technical personnel.

- -Serve as the Assistant Program Manager for the CVPIA's Anadromous Fish Restoration Program, overseeing program implementation and management, including strategic planning, project development, budget (development, management, strategies, and projections), annual work plans, accomplishment reports, personnel management, financial assistance, special assignments, contractual obligations, negotiations, public presentations and coordination with partners
- -Develop strategies and partnerships to restore and improve anadromous fish habitat in California's Central Valley in partnership with Federal, State, County and Municipal agencies, irrigation and water districts, local watershed groups, environmental organizations, urban, agricultural and industrial organizations and other interest groups;
- -Develop protection, restoration and enhancement strategies with counterparts in other resource protection agencies at the Federal, state, local and private sector levels;
- -Develop budget and funding requirements for habitat restoration and enhancement initiatives; negotiating for program funds to support fish restoration and monitoring aspects;
- -Supervise professional and technical staff by assigning projects, reviewing work, evaluating performance, counseling employees on work and administrative matters and improving the production and quality of the work directed.
- -Negotiate positions and projects with other organizations to improve fish populations and their habitats.

BASIC QUALIFICATION REQUIREMENTS
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological sciences that included: at least 6 semester (9 quarter) hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; and at least 12 semester (18 quarter) hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields. (Excess courses in aquatic subject may be used to meet this requirement when appropriate). NOTE: to be found qualified under this option, you must submit transcripts (official or unofficial) to verify your education.

An appropriate combination of education and experience in courses equivalent to a major in biological science (at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in paragraph A, above, plus appropriate experience or additional education equivalent to a course of study with a major in the appropriate field as described in A above. The quality of the combination of education and experience must be sufficient to demonstrate that you possess the knowledge, skills, and abilities comparable to those normally acquired through the successful completion of a full 4-year course of study. NOTE: To qualify under this option you must submit transcripts to verify your education and include proof of your experience in the text of your resume.
ADDITIONAL QUALIFICATION REQUIREMENTS
In addition to meeting the Basic Requirement shown above, candidates must also meet the Additional Requirement shown below to qualify for this position.
One year of specialized experience comparable to the GS-12 grade level in Federal service (obtained in either the public or private sectors). Specialized experience for this grade is defined as: 1) working as a field biologist or researcher investigating the restoration of naturally reproducing and self-sustaining anadromous fish populations through protection, restoration or enhancement of natural channel and riparian habitats; 2) analyzing field and research fishery data using statistics and computer systems; 3) coordinating natural channel and riparian habitat restoration efforts between multiple organizations; 4) communicating with others effectively orally and in writing to address, negotiate and solve potentially volatile fish habitat restoration topics. NOTE: To qualify under this option, your resume must contain sufficient detail to prove you have one year experience performing the duties shown in 1-4 above.

Public Land Corps (PLC) Hiring Authority:
Note: You must provide a copy of the Certificate of Eligibility for Non-Compliance Hiring Based for Public Land Corps Service.
(1) In order to be eligible for PLC non-competitive status, a former member of the PLC must provide documentation, as part of their application, verifying their eligibility and meet the following criteria:
(a) Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC;
(b) Applied to a vacancy announcement for which applications are being accepted from individuals with non-competitive status;
(c) Meet the Office of Personnel Management (OPM) minimum qualification standards stated in the vacancy announcement for the position which you are applying; and
