You must meet the following United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.
IN ADDITION to meeting the basic requirements in paragraphs A or B in the education section of the announcement, candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes the following:
Experience in using Microsoft Excel to create a cost/price analysis to evaluate proposals or contract bids received in response to the Request for Proposal (RFP) to determine the best value.
Experience in assisting with pre-award functions for procurement such as conducting market research, determining acquisition methods, negotiation of contract terms, and communication of responsibilities to both parties involved in the contract.
Experience in assisting with contract administration for the acquisition of equipment, information technology, or maintenance and repair services such as reviewing invoices for discrepancies, viewing deliverables and or monitoring delivery schedules, addressing performance issues with Contracting Officer’s Representatives or the Contractor, or monitoring compliance with the terms and conditions of the contract.
Experience in maintaining contract files and ensuring all documentation is complete and signed in accordance with regulations or policies.
OR
3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
