    Responsibilities

    As a Contract Specialist in the Office of Procurement, you will be responsible for acquisition planning, award, and administration of a variety of acquisition solutions involving highly specialized procurements of significant importance to the agency in support of USPTO’s mission. At the full performance level, duties typically performed include the following:

    • Serving as a contract specialist responsible for pre-award and post-award administration of a variety of contracts to include fixed price, cost reimbursement, and hybrid contract arrangements for good and services.
    • Providing guidance to technical personnel involved in the development of the requirements and based on those requirements, formulating the contracting approach for approval.
    • Planning the acquisition strategy, interacting with all stakeholders, in negotiated procurements. Providing guidance in the development of the statement of work and requirements, determining the type of contract best suited to the requirement, and developing special clauses and terms and conditions applicable to the solicitation.
    • Monitoring contractor performance in relation to the completion schedule, including monitoring of the submission of progress reports, monitoring the contractor use of Government-furnished property, timely invoice submission, and issuance of change orders occasioned by changes in mission requirements, etc.
