    Responsibilities

    This position is located in the US Department of Labor, Bureau of Labor Statistics, Office of Prices and Living Conditions, Division of Price Statistical Methods.

    The incumbent serves as a senior mathematical statistician and project team leader in the Price Statistical Methods Division. As a project team leader, the incumbent is in charge of major components of the Division’s activities related to the development, implementation, and monitoring of the statistical methodology for a major program area. The incumbent is also responsible for leading and directing tasks for research and development of applied statistical methodology.

    Provides technical direction and guidance for research, development, implementation, and evaluation of statistical methodology for the BLS Price Programs, including survey and sampling design, sample production, imputation, estimation of indexes and their sample variances, statistical validation of survey results, response rates, and quality measurement and control.

    Oversees the sample production activities for the BLS Price Program surveys. Provides technical direction for the development and maintenance of sampling systems, including sampling design, creation of sampling frames, sample allocation, and sample selection.

    Researches, develop, implement, and evaluate complex sample and survey designs for BLS Price Programs, including measurement and evaluation of trade-offs between various sampling methods and sample allocation methods in order to reduce the mean squared error of survey estimates. Prepares technical statements of statistical findings, evaluations, and recommendations regarding survey design processes.

    Researches, develop, implement, and evaluate methodology to estimate index measures of price change and to determine measures of quality of these index estimates. Conducts research to develop and evaluate index estimators, relatives, and weights and their respective variance estimates. Prepares technical statements of statistical findings, evaluations, and recommendations regarding estimation processes.

    Writes computer programs or utilizes software packages as tools for statistical and technical analysis. Develops and executes programs to extract data from BLS Price Program surveys and databases for statistical analysis purposes. Uses the PC and mainframe computer, software packages, databases and other computer resources of the Bureau.       Writes computer programs using Bureau-approved software. Performs tasks related to programming, development, acceptance testing, implementation, monitoring, and maintenance of systems. Documents results using Bureau-approved software documentation procedures.

    Provides technical direction and works with Program Office, Field Office, and Systems and Procedural staffs to identify, develop and plan changes in operational procedures necessary to implement new methodologies to improve Program quality. Develops, analyzes, and evaluates Program procedures for quality improvement projects to provide for continuous improvement of the Program.
