    The incumbent will serve as a national technical expert on the use of technology, fuels, and operational procedures to reduce the environmental impacts of aviation.

    Responsibilities

    Serves as the Deputy Program manager for the Continuous Low Energy, Emissions and Noise (CLEEN) Program in the Office of Environment and Entergy (AEE). Is a recognized expert within the FAA and is called upon to provide leadership for highly complex and challenging activities under the minimal direction of a manager or an executive.

    Applies experience and expert knowledge of engineering principles, theories, and concepts that are applicable to his or her discipline as well an understanding of new technologies and methodologies to perform critical tasks that require the development of new concepts or innovative approaches. Specifically, he or she will provide technical leadership and direction on the Federal Aviation Administration's efforts to:

    (1) Accelerate the maturation of novel engine and airframe technologies that will lower aircraft energy, emissions, and noise through the CLEEN Program; or

    (2) Advance sustainable aviation fuels through the ASCENT Center of Excellence and the Commercial Aviation Alternative Fuels Initiative (CAAFI); or

    (3) Develop environmentally friendly operational procedural concepts through the CLEEN Program and ASCENT COE, among other means.

    Applies knowledge of FAA's policies and objectives to identify, define, ad organize work for multiple work activities. Acquires and allocates resources to accomplish work activities within established schedules.

    The incumbent will be expected to: Provide specialized and advanced engineering support on issues involving aircraft and engine technologies, aviation fuels, or aircraft operations to the CLEEN Program Manager. Use interdisciplinary engineering skills, program management knowledge and abilities to integrate systems engineering, system integration and technology development. Provide technical recommendations to the CLEEN Program Manager on system and technology development, technology maturation, testing, and evaluation. Develop project plans in coordination with the AEE Executive Director, Chief Scientific and Technical Advisor for Environment and Energy, AEE Division Managers, and the CLEEN Program Manager.

    Broad policies and objectives provide general guidance for addressing issues but almost always require the development of new and innovative approaches. Often develops new policies, procedures, and approaches taking into consideration FAA policies, government-wide rules and regulations, and industry standards.

    Select realistic methods for achieving objectives ad develop new techniques and methods when established precedents are lacking. Design, direct, review, and evaluate complex engineering studies to determine if developmental technologies will meet the goals and objectives of AEE. Develop and present information to high-level boards and advisory committees on all aspects of the CLEEN program as well as efforts on sustainable aviation fuels, and/or operational procedure concepts. Help set up the CLEEN Consortium meetings, develop materials for the CLEEN Consortium, coordinate support organizations, consortium memberships, and support contractors.

    Contacts are internal and external. Often represents FAA as the primary technical authority for major projects, programs, and other areas of FAA responsibility. Formulates and recommends organizational positions on major projects/policies/issues to senior management. Creates positive working relationships to ensure coordinated responses with counterparts at the appropriate levels of the office, along with other organizations to enable problem solving at its lowest levels. Communicate and maintain close and continuing contact with key representatives of both internal and external customers including, other FAA Offices, employees, and managers.

    Provides expert guidance and instruction, both internally and externally, to address diverse, complex issues, which often cross multiple projects/programs, or functions/technical areas.
