To qualify for this Executive-level position, you must have substantial specialized experience, which is defined as:
Demonstrated experience providing executive leadership and lifecycle management of enterprise-wide information technology (IT) systems for a large, complex organization, to include: IT budget and investment management; procurement and vendor management; IT application design and development; IT project and portfolio management; network and systems operation and maintenance; IT service management and delivery; information system security and assurance; and business and customer relationship management.
AND
Demonstrated experience in a senior leadership position (managing a team of managers) overseeing a substantial team of more than 100 employees and contractors delivering major projects or solutions related to product development, technology, operations or compliance.
AND
Demonstrated experience leading large teams to deliver modern technology solutions. Experience should outline distinct technology solutions from two or more of the following categories, and should emphasize leadership role played as well as relevant modern technology solutions (illustrative modern technology solutions shown).
o Software development focusing on web-based development (e.g., Javascript, CSS, Python, Scala, open source)
o Data environments that process large data sets (>1TB) (e.g., Hadoop, Postgres, R, Stata, MongoDB)
o Platforms as a Service (e.g., Salesforce, ServiceNow, Microsoft 365, Google Apps)
o Scalable infrastructure in an application development context (e.g., AWS, Docker, Puppet)
o Security management capabilities (e.g., Splunk, Sailpoint, Secure Auth)
AND
Demonstrated executive collaboration with internal and external partners, up to and including other federal, state, and local governments, Congressional staff, industry, and other segments of the private sector, with diverse perspectives to achieve consensus on organizational goals and objectives, make recommendations for significant program improvements, and evaluate trends and their effects on the organization’s mission and strategic vision.

A panel of Subject Matter Experts (SME's) will assess each applicant's responses to determine best qualified applicants for the position.
