This position reports directly to the Director, Office of Human Resources (HR) and is remotely located in the Office of Cuba Broadcasting (OCB), Miami, Florida. The position focuses on conduct and performance cases at OCB, to include providing advice and guidance to senior OCB management on all Employee Relations, Performance Management, Employee Benefits and Recruitment and Placement issues and processes for OCB.Learn more about this agency
Provides advice, guidance, and support to supervisors and employees concerning conduct and performance matters.
Assists in managing the Performance Management Program and advises the Director, senior leadership and managers, OHR Director, and the Chief of the HR Performance Management Team on the equity and consistency of performance standards, rating techniques, evaluations, and similar performance management programmatic issues.
Investigates and evaluates performance and conduct issues and assists managers in determining appropriate corrective actions, such as disciplinary, adverse or performance-based.
Determines the appropriate corrective action to use in various types of cases.
Serves as labor and employee relations advisor to managers and staff, and provides advice and assistance based on negotiated labor-management agreements.
Coordinates with LR specialists on the HR office requirements to notify unions and/or negotiate and assist them in resolving local issues.
Assists OCB management and OHR personnel in administering federal benefits, recruitment, and hiring program assignments.
Answers general questions related to retirement, leave, health and life insurance, TSP, and insurance open seasons.
Provides general advice and answers to managers for posting vacancy announcements, the hiring process, and related issues. Also advises employees in this program area.
