Applies basic engineering knowledge and judgment in the selection, interpretation, and application of relevant rules, standard procedures, or precedents. Locates and applies appropriate precedent(s) to assignment, discussing minor adaptations of the guides with senior engineer as needed. Creates wiring diagrams, or perform calculations, with power system controls. Performs studies and analysis on power systems, transmission planning, faults, and transmission stability.
The employee may be noncompetitively promoted when qualified and recommended by management, however, promotions are not guaranteed. The full performance level of this position is GS-13. Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. To be eligible, applicants must apply within two years of degree or certificate completion (except for veterans precluded from doing so due to their military service obligation, who will have up to six years after degree completion to apply). Successful applicants are placed in a one-year Excepted service, career developmental program which may include specialized training, formal rotational assignments, and other developmental activities. Under the formal training program applicants will be provided a mentor and execute an Individual Development Plan outlining training requirements and program expectations. Participants who successfully complete the program may be converted to term or permanent positions.To be eligible for conversion to a permanent or term position, Recent Graduates must:
1)Have successfully completed at least 1-year of continuous service in addition to all requirements of the Program.
2)Demonstrate successful job performance.
3)Meet the Office of Personnel Management’s qualifications for the position to which the Recent Graduate will be converted.
Recent Graduate candidates must meet the qualification requirements consistent with OPM qualification standards applicable to the position being filled by the closing date of the announcement.
To be rated qualified for this position, you MUST meet the basic education requirements below:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of Education and Experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. For the GS-7 level One year of specialized experience equivalent to the GS-05 level performing developmental level engineering related to the high-voltage transmission (100 kV and above) electrical utility industry. OR Completed 1 full academic year of graduate level education OR Superior Academic Achievement Provision after completing a bachelor's degree. Superior Academic Achievement for GS-07: Successful completion of a bachelor's degree from an accredited college or university with Superior Academic Achievement. To qualify based on S.A.A., education must be fully qualifying for the position being filled. Applicant must meet one of the following provisions for superior academic achievement: 1. A standing in the upper third of your graduating class in the college, university, or major subdivision. 2. A grade point average of "B" (3.0 on a 4.0 scale) or its equivalent for (a) all courses completed; or (b) courses completed during the last two years of the curriculum.3. A grade point average of "B+" (3.5. on a 4.0 scale) or its equivalent based on (a) the average of the required courses completed in the major field; or (b) the required courses in the major field completed during the final 2 years of the curriculum.4. Election to membership in one of the national honorary societies (other than freshman societies) that meets the requirements of the Association of College of Honor Societies. Grade point averages will be rounded to one decimal point. For example, 2.95 will round to 3.0, and 2.94 will round to 2.9. NOTE: If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your S.A.A. claim must be based on class standing or membership in an honor society and you must provide evidence of your class standing or honor society membership with your application.
For the GS-9 level One year of specialized experience equivalent to the GS-07 level performing developmental level engineering related to the high-voltage transmission (100 kV and above) electrical utility industry. OR have completed the requirements for a Masters Degree in Engineering.
