    This position is with the Roseburg VA Medical Center in Roseburg, OR. Roseburg is centrally located in Southwestern Oregon and you will find an excellent quality of life in a family-oriented community.     This position is organizationally located in the Human Resources Management Service (HRMS),at the Roseburg VA Health Care System. The incumbent provides administrative support to the Human Resources Officer (HRO). The incumbent will be responsible for the HRMS reception desk.

    The incumbent is responsible to receive all visitors and telephone calls for HRMS. Screen all customers to determine the nature and purpose of their questions and concerns and refers customers to the appropriate Section Chief, HR Specialist or HR Assistant for customer service consultation. When situations must be referred to the HRO, the incumbent furnishes the HRO with information to aid in the discussion. The incumbent prepares executive correspondence on own initiative where format and subject matter are guided by precedent. Reviews incoming mail, reports, inter-office memoranda, etc., calling to the attention of the HRO new policies and procedures as well as changes in those existent, and other information which is of special interest to the HRO. The incumbent tracks and ensures all suspenses from the executive office or higher headquarters are communicated to the Human Resources Section Supervisors and HRO to ensure timely completion and accuracy of suspenses. The incumbent assists the HRO with the review, update and electronic filing of all Roseburg VA Health Care System organizational charts.

    The incumbent is the lead timekeeper for HRMS and is responsible for ensuring accuracy and timely submission of all timecards and corrected timecards in VATAS. The incumbent serves as the HRMS super user for the Talen Management System (TMS), establishing and maintaining all training records for HRMS service staff.Provides administrative support for employee benefits matters for the Roseburg VA Health Care System. Advises employees regarding health and life insurance options, Thrift Saving Plan(TSP), Social Security, etc. Processes requests for change in health or life insurance coverage (i.e., qualifying life event, name change transfer to another payroll service, etc.). Responds to routine benefits inquiries from attorneys and courts involving divorce cases and other civil matters.

    The incumbent will assist specialist by maintaining automated databases in order to track information and extract data used to generate documents, records, and reports. Reviews andprepares correspondence and provide a variety of information as appropriate. Uses word processing and/or other office automation equipment and various software programs to create,copy, edit, store, retrieve and print a variety of documents; produce correspondence, memoranda, directives, forms and reports; create or maintain spreadsheets or databases, etc. Incumbentworks from rough drafts, documents, written instructions or brief oral statements. May transmits receive and/or acknowledge electronic mail, messages, forms and reports; insures properhandling and clearance, if required, and prints hard copies or routes to other terminals. Ensures accuracy and timeliness of information, spelling, grammar, construction, punctuation and presence of necessary enclosures.

    Incumbent performs HR Assistant (Staffing and Recruitment) functions. Receives and screens applicants, incumbents, and patients, telephone calls and answers inquiries concerning theemploying organizations structure and functions or general questions concerning HR office procedures. Answers inquiries regarding types of vacancies and vacancy announcements,procedures for submitting applications on USA Jobs, receipt and disposition of applications, and general questions concerning Federal Employment. Maintains Without Compensation (WOC) applications and ensures required forms are completed. Verifies naturalized citizen andnon-Citizen documentation. Reviews security clearance paperwork for completion. .The incumbent will provide administrative and clerical support for employee relations programs in matters related to time and attendance, telework, advanced sick/annual leave request, tourchanges, etc.
