The primary purpose of this position is to serve the Cryptologic Systems Group (CPSG) Resource Management Directorate, Contracting Division, at Lackland AFB TX.
The GG-13 duties for the "Senior" work category are at the "Professional" work level.
OPEN TO INTERNAL AIR FORCE CIVILIAN EMPLOYEES ONLY
- Analyzes and evaluates proposed and on-going complex procurement as well as related programmatic issues, participates in the development of sound business and acquisition strategies.,
- Thoroughly reviews contractual instruments and supporting files to ensure effective implementation of approved acquisition strategies and that the contracts result in fair and reasonable business arrangements.
- Provides support to customers.
Occasional travel - You may be expected to travel for this position.

QualificationsThis position has a positive education requirement. Applicants must have a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current members of the armed forces (that self-nominate prior to retirement/separation), and Current DoD employees are exempt from the basic requirements if: - Served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000; - Served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the armed forces in a similar occupation specialty or is in the contingency contracting force.

Examples of creditable experience include: Extensive knowledge of contracting principles, laws, statutes, Executive Orders, regulations and procedures applicable to pre-award and post-award duties sufficient to guide the team in developing its strategies, goals and objectives. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of government and agency specific guidelines and business practices, including statutes, regulations, policies and procedures and the different contract types.
2. Knowledge of business practices and market conditions applicable to acquisition requirements.
3. Knowledge of assigned contracting and procurement specializations and applicable contract types.
4. Knowledge of price and cost analysis techniques sufficient to develop complex contractual pricing arrangements and incentives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
