    Summary

    The Federal Housing Finance Agency's mission is to ensure that the housing Government Sponsored Enterprises (GSEs) operate in a safe and sound manner so that they serve as a reliable source of liquidity and funding for housing finance and community investment.

    Incumbent serves as an examiner, responsible for planning, organizing and completing examinations of the FHLBanks and the Office of Finance (OF) for the purpose of ensuring financial safety and soundness and housing mission achievement.

    Responsibilities

    Areas of examination include governance, market risk, credit risk, operational risk, liquidity risk, capital management, earnings, model risk, derivatives, information technology, risk assessment processes, accounting, and auditing. An Examiner formulates conclusions about the Regulated Entities and the OF's financial condition, overall safety and soundness, and degree of compliance with statutory and regulatory requirements, and identifies key risk areas within the Regulated Entities and the OF and causes remediation as appropriate.

    Major Duties and Responsibilities

    Assists in the development of examination strategies and work plans and in determining the scope of examination activities, and develops new or adapted work methods and procedures as needed. Participates and may lead in the assessment of the components of the CAMELSO rating system. Identifies emerging and/or embedded risks, and uses technical capability to conduct examinations. Analyzes, evaluates, and reports the financial performance and risks of the Regulated Entities and the OF.

    Follows supervisory guidance such as the examination manual, advisory bulletins, examination guidelines, and policy statements to ensure that the development of examination scope and reports are completed.

    Determines the scope of the analysis required, develops sources of material appropriate for the evaluation of activities or operations, follows or adapts work methods and procedures, and performs research to identify material suitable for identified issues/risks. Ensures an accurate understanding of the key risks, processes and controls, and the factual basis for examination findings.

    Drafts written reports including evaluative commentaries appropriate to the operations being examined and documents examination findings. Ensures workpapers are completed in accordance with FHFA's workpaper standards, as provided in the examination manual.

    Keeps abreast of significant issues or events and emerging risks that may affect the continued safe and sound operations of the Regulated Entities and the OF, and analyzes banking, financial, housing, operational, and mortgage market developments affecting the Regulated Entities and the OF. Provides written analysis and recommendations for issues requiring agency approval or attention.

    Maintains an expert knowledge of issues, trends, and advances in risk management and risk-based examinations of large, complex financial institutions
