The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
-Execution of the auction process, financial and technical analysis, conducting special projects and working with automated systems in the office.
-Participate in the development, management and maintenance of the systems that conduct the auction and comprise the commercial book-entry system.
-Work closely with the Federal Reserve System on changes to policies, automated systems and services relating to the holding and transfer of book-entry securities held on the National Book-Entry System (NBES).
-Analyze issues, troubleshoot problems, and recommend solutions to enhance processes and operational efficiencies in an automated, financing operations environment.
-Provide customer service on marketable Treasury securities auctions or buybacks to investors through e-mail, correspondence and telephone help desk operations.
Occasional travel - 1 to 5 nights per year

**Note: This is a two-grade interval position and progresses in a two-grade interval pattern (e.g. GS-7 to 9 to 11). Two-grade interval positions, such as analysts, specialists, accountants, etc, differ in the nature of the work (e.g. greater independence, responsibility, judgment, depth and breadth of knowledge) from one-grade interval positions, such as clerks, assistants, technicians, etc., which progress one grade at a time (e.g. GS-5 to 6 to 7). As a result, one-grade interval experience alone is not typically qualifying for promotion to a two-grade interval position, however such experience may be qualifying at equivalent or lower grade levels.
Specialized experience: For the GS-09, You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. You must meet the specialized experience requirement for this position. Specialized experience for this position includes ALL of the following:
- Applying rules and regulations in order to convey financial and technical information to customers; AND
- Experience applying analytical techniques to identify and/or resolve operational issues or problems; AND
- Organizing and accomplishing varied work assignments and meeting deadlines despite frequent interruptions: AND
- Experience presenting findings, verbally and in writing, to varied audiences, exchanging ideas, and presenting recommendations.
OR You may substitute education for specialized experience as follows: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.
OR You may qualify with a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Specialized experience: For the GS-07, You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. You must meet the specialized experience requirement for this position. Specialized experience for this position includes ALL of the following:
- Applying rules and regulations in order to convey financial and technical information to customers; AND
- Communicating verbally and in writing in order to make recommendations or provide instruction.
OR You may substitute education: successfully completed at least 1 full year of graduate level education (18 semester hours, 27 quarter hours or equivalent) in an accredited college or university. OR have a bachelors degree and meet one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
OR You may qualify with a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-09, you must have been at the GS-07 level for 52 weeks.
For the GS-07, you must have been at the GS-05 level for 52 weeks.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
