    WHAT IS THE FACILITIES MANAGEMENT & SECURITY SERVICES (FMSS) DIVISION: FMSS customers are IRS employees – FMSS identifies and delivers value-added, cost efficient, shared service solutions, that facilitate the success of the IRS mission including, but not limited to, real estate and portfolio solutions, building infrastructure and facilities management, security services, employee credentialing, environmental health and safety and incident management.

    Responsibilities

    WHAT DOES A SUPPORT SERVICES SPECIALIST, FACILITIES MANAGEMENT CONSULTANT DO? As a Support Services Facilities Management Consultant you will provide technical advice, consultation, and assistance to management on a wide range of program issues. You will be responsible for planning, analyzing, and implementing critical support services in the areas of space management, property management, safety, security, and other related programs. In this role, you will also work to identify program needs and perform a wide range of support services projects and analyze the issues involved assessing management and developing alternative solutions.

    As a Support Services Specialist, Facilities Management Consultant, you will:

    • Resolve difficult problems, and develop creative approaches and/or resourceful courses of action to deliver services.
    • Analyze issues, assess management or organizational needs, and develops alternative solutions. Administer contracts, the processing and certification of procurement documents, independently develop scopes of work, and track delegations, RWA (Requisition for Work Authorization), construction, and service contract funding.
    • Provide advisory/consultative services, and may also be involved issues of policy interpretation as well as precedence. Have responsibility for carrying out duties pertaining to one or more of the following support services programs: Space Management , Property Management, Safety, and/or Security.
    • Space Management - Develop work plans and project plans pertaining to office locations, leasing, space design and construction management. This includes: staffing levels, layout options, timelines for the preparation and completion of space, identification and coordination of tracking phases, budget, etc.
    • Property Management - Responsible for all facets pertaining to the availability, acquisition, use, storage, and proper disposal of property. This includes: ensuring equipment is properly recycled, stored, replaced, and/or disposed of in accordance with appropriate guidelines and/or EPA standards.
    • Safety - Plan, direct, and maintain comprehensive accident prevention, industrial hygiene, and/or fire protection programs. This includes: Implementing local Occupant Emergency Plans, emergency reference guides, and other technical material.
    • Security - Plan and manage physical security projects, evaluating procedures and systems for securing buildings, property, personnel, and documents. This includes: preparing training materials, ensuring continual updates are provided, and conduct Security Awareness Programs.
    • Other Programs - Serve as a key consultant in programs such as Public Transportation Subsidy,  warehouse and shred contracts, Employee Resources Center work tickets, mailroom operations, Reasonable Accommodations, Fleet Management, Labor Service Contract, and other programs. This includes: Conducting analytical studies to determine cost/benefits factors, identify system deficiencies and develop recommended improvements.
