WHAT DOES A POLICY ANALYST DO? A Policy Analyst serves as the Division Commissioner’s policy analyst, on the Operating Division Headquarters staff, with responsibility for planning; coordinating; conducting analytical studies and/or projects; and evaluating the Division’s administrative and operational programs to assist the Division Commissioner in improving overall organizational effectiveness consistent with broad management goals and efficient utilization of resources. These programs include activities such as strategic program planning, business systems planning, and administrative support functions that are servicewide in scope, and the incumbent’s determinations and recommendations directly influence the programs and policies at multiple Internal Revenue Service (IRS) locations.
As a Policy Analyst you will:
- Perform assignments that are agency-wide in scope and have significant impact on issues facing the Division. Must be knowledgeable of the Division Commissioner’s policies and ensure that views are well represented and may also represent the Division Commissioner on local Federal executive projects or similar activities.
- Coordinate cross-functional activities within the Division, including but not limited to development of unit operating plans and/or developing proposed appropriations language in support of new or revised program requirements, Business Plan and Business Review assessments and reports. Assist the Division Commissioner with oversight responsibilities by conducting specific studies and analyses to support operational reviews and to measure achievement of goals and performance expectations, execution of plans, accomplishment of benchmarks, compliance with directives, and effective utilization of resources.
- Review, analyze, and edit requests submitted by line management affecting resource allocations or Division programs for accuracy in technical treatment, format, adequacy of supporting justification, and conformance with regulatory guidelines. Recommend necessary changes and revisions.
- Perform follow-up reviews of subordinate operations to monitor and independently report on progress toward implementing local unit and Business Plan action items, Integrity program initiatives, executive expectations, and administrative or operational review corrective actions.
- Participate in or coordinates annual and/or recurring activities in the Division Commissioner’s office, including but not limited to EEO and diversity related matters, Public Affairs, security, and/or quality initiatives, as well as acts as liaison on Human Resources and Labor-Management Relations matters or issues that come before the Division Commissioner for resolution.
- Develop proposed policy and procedural guidance for Division-wide use. Drafts analyses which examine the impact and significance of new or revised legislation, policies, procedures, and program requirements on the Division’s operations and resources, and accordingly advises and negotiates acceptance of conflicting issues with management in the formulation of Division-specific policies
