WHAT DOES A GOVERNMENTAL LIAISON DO? A Governmental Liaison serves as the primary IRS contact with federal, state, and local government agencies for multiple states. The Governmental Liaison coordinates IRS agreements with state/local agencies, ensuring agreement with IRS Statutory Disclosure, Safeguards, and Data Services requirements; and assists IRS business units to develop, test, and implement new initiatives. The incumbent ensures business units and external partners protect confidential tax information and serves as the gateway to the appropriate Governmental Liaison, Disclosure and Safeguards (GLDS) functions to properly address data protection. In addition, the incumbent strives to achieve the mutually beneficial goals of improving voluntary compliance, increasing efficiency of tax administration, and reducing taxpayer burden.As a Governmental Liaison you will:
- Formulate and implement plans to carry out Governmental Liaison initiatives and evaluate the effectiveness of ongoing initiatives in achieving Service goals. Plan and carry out feasibility, cost, and other types of analytical and evaluative studies of Governmental Liaison operations.
- Serve as the contact point for state and local agency officials for Governmental Liaison questions, problems, and issues and provide technical and administrative guidance on Governmental Liaison issues to internal and external customers.Develop and maintain a positive working relationship with the government community, which includes initiating and facilitating meetings to identify mutually beneficial initiatives.
- Deliver the Governmental Liaison program to support IRS business and operational programs. Establish a network to secure external agency information and data for IRS customers, as requested. Serve as a management advisor on Governmental Liaison issues with state and local government agencies and with IRS management.
- Work with Congressional offices. This work includes meeting with staff to educate them on IRS programs that affect their constituents, delivering IRS corporate messages such and news releases, responding to non-account related inquiries regarding IRS policies, programs, processes, and legislative issues, and coordinating with the local Taxpayer Advocate to visit offices.
