Incumbent supervises a staff of economists, making assignments, monitoring work performance and evaluating results, and has responsibility for staff development, as well as for recruiting, hiring, evaluating, and training of junior staff. To accomplish this, the incumbent must communicate effectively, both orally and in writing.
Initiates, conducts, and edits economic and statistical studies dealing with expenditures and demographics in the CE. Assignments may include the conceptualization of the problem, application of new techniques or methods of attack, and development of sound recommendations, which may affect the basic survey design. This may require the ability to utilize new or unconventional methods, both quantitative and qualitative. A facility with the use of quantitative methods in order to analyze problems and propose solutions is required.
Acts as manager for special projects, this involves working with representatives of support offices in BLS and/or at Census. Incumbent must have a thorough understanding of program objectives and be able to apply techniques such as editing, imputation, and statistical process control to complex economic data in order to meet these objectives. In addition to technical and economic knowledge, incumbent must possess the managerial skills to coordinate and assimilate different priorities and approaches to the task by the different organizations. Incumbent must plan and manage resources assigned to projects, ensure that standards are maintained, and that processes and products are well documented.
The incumbent has overall responsibility to meet the scheduled deadlines and data quality standards in the processing of CE data and any written materials describing consumer expenditures. The incumbent is responsible for the review and analysis of data in order to maintain the accuracy of the data and the procedures in the assigned area. The incumbent is required to demonstrate an in-depth understanding of the design, scope and functioning of the duties of the branch/section. The incumbent ensures that the review processes are methodologically sound and consistent with program goals.
