Acts as chief librarian in acquisition and collection management services to NCTC and to the Fish and Wildlife Service as a whole.
Analyzes the needs of the library collection and its patrons in order to guide the selection of current and future books, periodicals, technical reports, data bases, documents, computer software, and data management systems for the efficient operation of the Conservation Library. Ensures that publications and/or subscription services are fully integrated within the catalog.
Acts as chief librarian in conceiving, planning, implementing, and directing a broad-scale range of information services for a major Federal training institution that serves technical information needs within the U.S. Fish and Wildlife Service and within the natural resource conservation community.
Develops and manages an online scientific/biological literature search system. This system is accessible via the Internet and used by thousands of employees at hundreds of locations nationwide in support of their professional conservation duties.
Occasional travel - You may be expected to travel for this position.

You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:
- One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability of responding to information requests from Fish and Wildlife Service employees and partners (including reference assistance and literature search); creating library related content on internal and external website (including libguides and general online tutorials); managing online catalog system, digital assets, and guides the interlibrary loan program; developing library policies and best practices for metadata standards and next generation discovery tools; providing library related instruction and demonstrations; and creating usage report on library subscription services.
- A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position; OR
- A combination of education and experience as listed above.
One year of specialized experience equivalent to the GS-11 grade level in the Federal service that demonstrates your ability to anticipating and responds to specific information requests (including reference assistance and literature search) from program managers, scientists, and researchers; developing and organizes library related content on internal and external websites (including libguides, customized online tutorials, and learning tools). Oversees online catalog system digital assets, and interlibrary loan program; developing and implements library policies, best practices, and procedures for metadata standards, next generation discovery tools, and emerging technology; providing library related instruction and demonstrations; and creating usage reports and utilizes them to aid in use of the library's collections. .
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-11/12. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11/12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
All qualified candidates will be assigned to a quality category. The category assignment is a measure of the degree in which your background matches the competencies required for this position. The category ratings for this position are:
1. Knowledge and/or experience in all facets, principles, and techniques of library and information science, including reference and research procedures, acquisition and selection of appropriate materials, cataloging, online searching and information retrieval, digital asset management, and interlibrary loan procedures.
2. Ability to manage the Conservation Library's online catalog system, including; original cataloging, setting collections and holdings, configuring search interface for patrons' intuitive discovery, and running usage reports as needed; and ensuring that publications and/or subscription services are fully integrated/available.
3. Ability to read, comprehend, process and synthesize technical information into verbal briefings and written reposts and summaries that are clear, concise, logically arranged, understandable to non-technical people and reflective of the mission and activities of the library.
4. Ability to understand and apply interoperable metadata standards and specialized metadata vocabularies that describe information resources and that permit more intelligent system for the discovery and processing of technical information.
5. Skill in verbal communication sufficient to: interact and exchange information with library patrons and users from a variety of backgrounds, skill levels, and organizations (i.e., federal, infrastructure and technology needs.
6. Knowledge of library administration procedures and techniques and the planning and organization of a research and resource library, including: oversight of contractors, and volunteers; budgeting and contracting rules and procedures; and accountability guidelines for managing physical and intellectual property.
7. Ability to work with researchers in scientific disciplines to craft technical data searches, and to teach others (cross-train) how to conduct technical searches.
8. Ability to work creatively and collaboratively both as a team member and independently and to promote positive team dynamics among colleagues.
9. Knowledge of online search and retrieval services and sources of scientific and technical information, and search queries to retrieve relevant data.
10. Ability to advise field employees engaged in managing information collections in the administration of technical data, using accepted American Library Association (ALA) professional standards.
