Develops appropriate methodologies for determining costs associated with the investment or operation and maintenance facilities for Federal and non-Federal entities. Organizes, participates, and presents in public forums or customer meetings relating to rates, rate methodologies, repayment, and statistics. Analyzes public comments on proposed rate methodologies, draft responses, and draft rate orders and related correspondence and documentation to obtain required rate approvals. Reconciles repayment studies with finance accounts by preparing an annual crosswalk from financial statements to the power repayment studies to establish an auditable foundation for the studies.

SPECIALIZED EXPERIENCE REQUIREMENTS
GS-11: One year of experience equivalent to a GS-9, experience in automated financial and data management systems and computer skills to collect data and perform data analysis using, databases, spreadsheets or charts.
GS-12: One year of experience equivalent to a GS-11, experience in electric power and transmission rate setting and experience in automated financial and/or data management systems as they relate to energy or financial accounting and advanced computer skills to collect data and to perform data analysis using databases, spreadsheets, and/or charts.
