The incumbent will serve as an IT Specialist in the Applications Systems Division (ASD) of the Office of Information System Management (OISM) for the National Institute of Standards and Technology.
The responsibilities of the incumbent are to:
• Coordinate efforts among OISM Divisions, NIST Operating Units and DOC Bureaus to fulfill the mission of Continuous Diagnostics and Mitigation (CDM) or other enterprise IT initiatives
• Customize and integrate with COTS, GOTS or cloud based enterprise service providers, such as Microsoft Active Directory, Microsoft Office 365, SailPoint Identity Governance and Cloud Identity Management Software, HR Connect, Database Applications, etc.
• Provide analysis of technical and non-technical factors related to defining business needs and constraints
• Design and develop system enhancements based on stakeholders' requirements
• Develop customized SOAP or RESTful web service based enterprise IT solutions
• Troubleshoot system issues and provide solutions or mitigations
• Maintain, support and keep stakeholders advised of unusual situations and potential problem areas, recommend courses of action, and implement corrective actions
The position requires the incumbent to have the excellent customer support and interface skills and to be able to analyze customers' needs and transfer them into system requirements. This technical position also requires the incumbent to work both independently and collaboratively to implement appropriate and cost-effective solutions.

Basic Requirements:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. In addition to the basic requirements, applicant must have one year (52 weeks) of specialized experience at the GS-12 level (ZP-III at NIST). Specialized experience is defined as experience in technical development, customization, integration, maintenance, troubleshooting, customer management and operations support of enterprise IT systems. Experience in the development and integration of SailPoint or other Identity Management solutions, Java/J2EE, .NET, SQL, Web Services development, and system integrations with COTS, GOTS, and/or cloud based solutions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
