About the General Law Office:
The GLO is one of several law offices that comprise OGC and consists of three practice groups, one of which is the Employment Law Practice Group. The GLO functions as a boutique litigation group and provides advice and representation on issues relating to EPA operations in the following areas: information law including the Freedom of Information Act, the Privacy Act, and the Federal Records Act; labor and employment law; intellectual property law, including patent, trademark and copyright issues; and national security law, including the Inspector General Act. Attorneys in this office litigate in administrative forums and in federal courts.
The Employment Law Practice Group handles counseling and litigation for the Agency on all aspects of employment law including: Title VII of the Civil Rights Act of 1964, the Rehabilitation Act of 1973, as amended, the Age Discrimination in Employment Act, the Equal Pay Act of 1963, the Civil Service Reform Act of 1978, the Whistleblower Protection Act of 1989 as am ended, and the whistleblower protection provisions of several environmental statutes.
This position is in the excepted service. Selection under this appointment authority does not confer civil service competitive status; however, this position is covered for the purpose of federal retirement and benefits.
Except in special circumstances, those new to the federal government will be hired at the starting salary (step 1) of the applicable grade range listed above.

Responsibilities
This Attorney-Adviser position is a nonsupervisory first line manager as the Assistant General Counsel for the Employment Law Practice Group (ELPG). The GLO Assistant General Counsel for ELPG assists the GLO Associate and Deputy Associate General Counsels in managing the day-to-day operation of the practice group’s legal counseling function, defensive litigation practice, and other legal services for program client offices. The ELPG Assistant General Counsel oversees and manages the work of approximately eight ELPG staff attorneys. The ELPG Assistant General Counsel also helps manage EPA’s national security law and Inspector General Act portfolio.
Other responsibilities include:
Applicant must have an LL.B. or J.D. degree from an accredited law school; must be admitted to practice before the highest court of a State, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico; and must maintain active status as a member of the bar of one of these jurisdictions. Applicants must have experience in providing legal advice and counsel, other federal, state or local agencies, or in private practice.
To qualify for the GS-15 level, you should have four (4) or more years of post-J.D. legal experience, at least one of which included specialized experience at, or equivalent to, the GS-14 grade level or higher. Please explain any specialized experience working under these statutes in your written statement of interest, if applicable.
The ideal candidate will have excellent interpersonal, leadership, communication and organizational skills, a strong customer service ethic, and an eagerness to teach and mentor the practice group.
