Summary
This position is located in the Office of Human Capital and Talent Management (HCTM), Human Capital Service Center (HCSC).

As an HR Specialist, you will:
- Assist with various options on recruitment types (e.g., internal, status, public, etc.) and other non-competitive appointments (e.g., VRA, Schedule A, etc.).
- Assist in the review of policies to evaluate effectiveness and/or prepare recommendations to
change policy within specialized HR areas. - Provide recruitment and staffing services to multiple assigned USAID Bureau(s) and Independent Office(s)
- Advise hiring managers on appropriate hiring authority usage.
- Assist in writing job analysis and drafting vacancy announcements for final posting to USAJOBS website.
- Assist in reviewing incoming applications to announcements for eligibility and qualifications, establishing certificates of eligible candidates.
- On occasion, research Federal regulations, OPM and agency regulations to answer a variety of questions regarding HR support.
- Assist with coding a variety of personnel actions and conducting oversight and quality assurance of assigned portfolio team HR Assistants work in support of the assigned bureaus.
- Assist in staffing a wide variety of DEU/Merit and special appointing authority vacancies.
- Review and approve HR action requests for processing, and conducting quality reviews of completed actions for compliance and accuracy.
- Serve as a liaison with program administrative staff to deliver advisory services and completing the organizations HR requests.

Qualifications
GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes experience:(a) knowledge of Human Resource Management (HRM) concepts, laws, policies, practices, analytical and diagnostic methods and techniques sufficient to solve a wide range of complex problems and issues; (b) knowledge of the HR processes for rating and ranking applications submitted through the hiring mechanisms established by the Agency; and (c) ability to apply accepted criteria, principles, and standard methods to resolve a conventional HR-related issues and problems.GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes experience: (a) providing advisory services to management or program officials; (b) resolving Federal Human Resources problems or issues, conducting job analysis, preparing vacancy announcements; (c) determining applicant qualifications; creating certificate of eligible candidates; extending job offers; setting pay; and coding personnel actions.Your application must show that you meet all requirements, including the education and/or experience required for this position. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower levels for this position include: providing operational and advisory services in staffing and placement with at least one of the following: classification and position management, HR action processing, eOPF administration or employee benefits and retirement services. GS-9/11 requires knowledge of Federal HR administration including staffing, employee benefits and/or position classification with experience processing personnel actions.
CTAP candidates may apply if well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors above the minimum level, which equates to a score of 88 or higher in the online assessment; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

Step 6 - Submit Documents
